【摘要】：光伏產(chǎn)業(yè)是新能源產(chǎn)業(yè)發(fā)展的主力,目前,我國(guó)已是全球最大的光伏制造大國(guó)。然而,我國(guó)光伏應(yīng)用市場(chǎng)仍然偏小,光伏產(chǎn)品大部分出口海外。我國(guó)光伏電池產(chǎn)業(yè)自2008年以來(lái)產(chǎn)量居世界第一,然而本國(guó)消耗量不到10%。近年來(lái),歐洲紛紛下調(diào)光伏補(bǔ)貼,同時(shí),在2011年至2014年之間,美國(guó)和歐洲分別對(duì)我國(guó)光伏電池生產(chǎn)企業(yè)征收了大額的懲罰性關(guān)稅,我國(guó)光伏產(chǎn)業(yè)面臨嚴(yán)重產(chǎn)業(yè)危機(jī)。在這樣的背景下,迫切需要激勵(lì)政策來(lái)刺激我國(guó)國(guó)內(nèi)光伏市場(chǎng)的健康有序發(fā)展。光伏產(chǎn)業(yè)具有正外部性和負(fù)外部性效應(yīng),針對(duì)目前我國(guó)光伏產(chǎn)業(yè)發(fā)展存在的問(wèn)題,制定有效的激勵(lì)政策,有助于擴(kuò)大其正外部性效應(yīng),降低其負(fù)外部性效應(yīng)。梳理我國(guó)光伏產(chǎn)業(yè)發(fā)展的激勵(lì)政策,運(yùn)用ERG理論構(gòu)建的分析框架,可以把我國(guó)光伏產(chǎn)業(yè)激勵(lì)政策分為保障性政策、促進(jìn)性政策和協(xié)調(diào)性政策。這些激勵(lì)政策取得了良好的政策效果,但是還存在很多不足。為此,應(yīng)該完善保障性政策,細(xì)化光伏產(chǎn)業(yè)人才培養(yǎng)政策,加大光伏產(chǎn)業(yè)財(cái)政和稅收政策支持,為光伏產(chǎn)業(yè)的生存提供必要的人力資源基礎(chǔ)和資金保障；完善促進(jìn)性政策,加強(qiáng)對(duì)產(chǎn)業(yè)規(guī)劃和戰(zhàn)略的統(tǒng)一、加大光伏產(chǎn)業(yè)研發(fā)投入力度,為光伏產(chǎn)業(yè)的發(fā)展提供后續(xù)支撐；完善協(xié)調(diào)性政策,設(shè)立光伏市場(chǎng)的準(zhǔn)入準(zhǔn)則、實(shí)施上網(wǎng)電價(jià)調(diào)整機(jī)制,從而在保障光伏產(chǎn)業(yè)的規(guī)范有序基礎(chǔ)上的可持續(xù)發(fā)展。
[Abstract]:Photovoltaic industry is the main force in the development of new energy industry. At present, China is the largest photovoltaic manufacturing country in the world. However, the photovoltaic application market in China is still small. Most of the photovoltaic products are exported overseas. Since 2008, China's photovoltaic cell industry has the largest output in the world, but the domestic consumption is less than 10 percent. In recent years, Europe has reduced photovoltaic subsidies and at the same time. Between 2011 and 2014, the United States and Europe imposed a large amount of punitive tariffs on photovoltaic cell manufacturers in China, and the photovoltaic industry in China is facing a serious industrial crisis. There is an urgent need for incentives to stimulate the healthy and orderly development of the domestic photovoltaic market. Photovoltaic industry has positive externalities and negative externalities. Making effective incentive policy is helpful to expand its positive externality effect and reduce its negative externality effect. Combing the incentive policy of photovoltaic industry development in our country, using ERG theory to construct the analysis frame. China's photovoltaic industry can be divided into incentive policies, promotional policies and coordinated policies. These incentives have achieved good results, but there are still a lot of shortcomings. We should perfect the supporting policy, refine the personnel training policy of photovoltaic industry, increase the fiscal and tax policy support of photovoltaic industry, and provide the necessary human resource foundation and financial guarantee for the survival of photovoltaic industry. Improve the promotion policy, strengthen the unity of industry planning and strategy, increase the R & D investment of photovoltaic industry, and provide follow-up support for the development of photovoltaic industry; Perfect the coordinated policy, set up the admission criterion of photovoltaic market, implement the electricity price adjustment mechanism to ensure the sustainable development of photovoltaic industry on the basis of norm and order.
