【摘要】：在當(dāng)今信息化社會(huì)中,集成電路產(chǎn)業(yè)是具有極其重要戰(zhàn)略意義的產(chǎn)業(yè),其技術(shù)實(shí)力是一個(gè)國(guó)家生產(chǎn)力和國(guó)際競(jìng)爭(zhēng)力的重要體現(xiàn)。對(duì)于這么一個(gè)具有極其重要戰(zhàn)略意義的產(chǎn)業(yè),又恰逢世界集成電路產(chǎn)業(yè)面臨摩爾定律失效,一個(gè)重新洗牌的重要發(fā)展時(shí)期的來(lái)臨。本文通過(guò)對(duì)全球集成電路產(chǎn)業(yè)發(fā)展?fàn)顩r和技術(shù)趨勢(shì)的深刻研究,發(fā)現(xiàn)我國(guó)與世界先進(jìn)國(guó)家在集成電路產(chǎn)業(yè)的差距,結(jié)合我國(guó)國(guó)情取長(zhǎng)補(bǔ)短,積極探索產(chǎn)業(yè)升級(jí)的路徑。隨著全球集成電路產(chǎn)業(yè)的逐漸成熟、市場(chǎng)需求增速放緩以及全球市場(chǎng)激烈的競(jìng)爭(zhēng),中國(guó)集成電路產(chǎn)業(yè)正處于危機(jī)與機(jī)遇共存的時(shí)期。集成電路產(chǎn)業(yè)有高投資、高風(fēng)險(xiǎn)的特征,單獨(dú)依靠企業(yè)自身難以實(shí)現(xiàn)超越�；仡櫲�、韓集成電路發(fā)展史,都是在政府扶持下、在全球集成電路產(chǎn)業(yè)低迷期進(jìn)行逆向投資而崛起的。我國(guó)也應(yīng)發(fā)揮自身優(yōu)勢(shì),以政府為主導(dǎo),整合社會(huì)資源,在稅收、資金和政策方面對(duì)我國(guó)集成電路產(chǎn)業(yè)的發(fā)展進(jìn)行全方位的支持。制訂一整套兼具現(xiàn)實(shí)可行性和前瞻發(fā)展眼光的戰(zhàn)略和政策,聯(lián)合各高校和企業(yè)等相關(guān)機(jī)構(gòu)積極參與,為我國(guó)集成電路產(chǎn)業(yè)的未來(lái)的長(zhǎng)遠(yuǎn)發(fā)展奠定一個(gè)堅(jiān)實(shí)的基礎(chǔ)。
[Abstract]:In today's information society, the integrated circuit industry is an industry of extremely important strategic significance. Its technical strength is an important embodiment of a country's productivity and international competitiveness. For such an industry with extremely important strategic significance, it coincides with the failure of Moore's Law in the world's integrated circuit industry. An important development period of reshuffle is coming. This paper finds out the gap between our country and the advanced countries in the integrated circuit industry through the deep research on the development status and technical trend of the global integrated circuit industry. According to the situation of our country, we should actively explore the path of industrial upgrading. With the maturity of the global integrated circuit industry, the growth rate of market demand is slowing down and the global market is fierce competition. China's integrated circuit industry is in a period of crisis and opportunity coexistence. The integrated circuit industry has the characteristics of high investment and high risk, it is difficult to achieve transcendence on its own. Review the history of integrated circuit development in Japan and Korea. With the support of the government, reverse investment in the global integrated circuit industry has risen. Our country should also give play to its own advantages, take the government as the leading, integrate social resources, in tax. In terms of funds and policies, the development of China's integrated circuit industry will be supported in all directions, and a set of strategies and policies with realistic feasibility and foresight development vision will be formulated. In order to lay a solid foundation for the future development of the integrated circuit industry in our country, the institutions of higher learning and enterprises should be actively involved.
