【摘要】：產(chǎn)業(yè)升級(jí)換代與可持續(xù)發(fā)展需要科學(xué)的產(chǎn)業(yè)政策進(jìn)行合理引導(dǎo)與支持。在當(dāng)前經(jīng)濟(jì)發(fā)展新常態(tài)下,調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、促進(jìn)產(chǎn)業(yè)升級(jí)換代是提升產(chǎn)業(yè)整體素質(zhì)的重要途徑,也是我國(guó)經(jīng)濟(jì)走可持續(xù)健康發(fā)展道路的重要內(nèi)容。本文以合肥市產(chǎn)業(yè)扶持發(fā)展"1+3+5"政策體系為主要研究對(duì)象,采用文獻(xiàn)研究法、比較分析法、系統(tǒng)分析法等研究方法,對(duì)合肥市實(shí)施產(chǎn)業(yè)扶持發(fā)展"1+3+5"政策體系的概括進(jìn)行介紹與研究,在以近幾年合肥市產(chǎn)業(yè)扶持發(fā)展政策體系實(shí)施過(guò)程中的情況為依據(jù),以公共政策的視角來(lái)指出其存在的問(wèn)題與不足。針對(duì)其存在的問(wèn)題與不足,并基于扶持產(chǎn)業(yè)政策的實(shí)際實(shí)施情況,提出了進(jìn)一步優(yōu)化合肥市產(chǎn)業(yè)扶持發(fā)展政策體系的建議與對(duì)策。文中的研究與分析共有六個(gè)部分:第一部分是對(duì)本文的研究背景和研究意義進(jìn)行介紹,對(duì)國(guó)內(nèi)外研究情況進(jìn)行梳理并做出了簡(jiǎn)要述評(píng),接著闡述了文章的研究?jī)?nèi)容和研究思路以及其方法,并對(duì)其本文的創(chuàng)新之處做了簡(jiǎn)要說(shuō)明。第二部分對(duì)產(chǎn)業(yè)、產(chǎn)業(yè)政策的概念作了界定,并介紹了產(chǎn)業(yè)政策的時(shí)代性、目標(biāo)與手段多樣性、市場(chǎng)功能的彌補(bǔ)性、國(guó)別性等的特點(diǎn)。此外,還從功能定位、政策作用的領(lǐng)域、政策的目標(biāo)以及各國(guó)產(chǎn)業(yè)政策的理論與實(shí)踐等角度對(duì)產(chǎn)業(yè)政策進(jìn)行分類。在這一部分中還重點(diǎn)對(duì)產(chǎn)業(yè)政策的理論依據(jù)進(jìn)行了介紹,如文中主要闡述了"市場(chǎng)失靈"理論、比較優(yōu)勢(shì)理論與后發(fā)優(yōu)勢(shì)理論、技術(shù)開(kāi)發(fā)理論等相關(guān)理論。第三部分主要闡述了合肥市扶持產(chǎn)業(yè)發(fā)展"1+3+5"政策體系的概括,分別從背景介紹、主要內(nèi)容介紹、具有的優(yōu)勢(shì)、取得成效等方面進(jìn)行探究:在背景介紹中主要是從合肥市創(chuàng)新產(chǎn)業(yè)扶持政策的因素和合肥市實(shí)施產(chǎn)業(yè)發(fā)展政策體系的現(xiàn)實(shí)意義兩個(gè)方面進(jìn)行論述;在主要內(nèi)容中分別介紹了 "1+3+5"政策體系的基本框架和"五大產(chǎn)業(yè)政策"的相關(guān)內(nèi)容;在取得的成效中是從合肥經(jīng)濟(jì)綜合實(shí)力不斷增強(qiáng)和產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化進(jìn)行闡述;政策體系內(nèi)容的科學(xué)性等、創(chuàng)新扶持思路、投入方式摒棄單一化、精準(zhǔn)把脈產(chǎn)業(yè)發(fā)展趨勢(shì)等是政策體系所具有的優(yōu)勢(shì)。第四部分主要是政策體系存在的問(wèn)題,文中基于公共政策的視角以及合肥市扶持產(chǎn)業(yè)發(fā)展政策體系在實(shí)際運(yùn)行中的情況,指出"1+3+5"政策體系存在配套政策不完善、政策體系宣導(dǎo)缺乏互動(dòng)性、各縣區(qū)承接內(nèi)容缺乏系統(tǒng)性以及執(zhí)行監(jiān)督、政策反饋、政策評(píng)估有待加強(qiáng)等相關(guān)問(wèn)題。第五部分在以問(wèn)題與不足之處為研究導(dǎo)向,提出進(jìn)一步優(yōu)化扶持產(chǎn)業(yè)發(fā)展"1+3+5"政策體系的建議與對(duì)策:加強(qiáng)配套政策、加強(qiáng)政策體系宣導(dǎo)的互動(dòng)性、加強(qiáng)各縣區(qū)承接政策體系的系統(tǒng)性以及建立健全政策反饋、監(jiān)督、評(píng)估機(jī)制等。第六部分是全文的結(jié)語(yǔ)部分,在這一部分中簡(jiǎn)要地對(duì)全文進(jìn)行了概括性的總結(jié),同時(shí)說(shuō)明本文存在的不足之處。
[Abstract]:Industrial upgrading and sustainable development need scientific industrial policies to guide and support reasonably. Under the new normal economic development, adjust the industrial structure. To promote the upgrading of the industry is an important way to improve the overall quality of the industry. It is also an important content of sustainable and healthy development of Chinese economy. This paper takes "135" policy system of industry support development in Hefei as the main research object, adopts literature research method and comparative analysis method. System analysis and other research methods, the implementation of Hefei industry support development "135" policy system is introduced and studied. On the basis of the implementation of the policy system of industrial support and development in Hefei in recent years, this paper points out the existing problems and deficiencies from the perspective of public policy, and points out the problems and shortcomings in the light of the problems and deficiencies in the implementation of the policy system of industrial support and development in Hefei in recent years. And based on the actual implementation of the policy of supporting industry. This paper puts forward some suggestions and countermeasures to optimize the policy system of supporting the development of industry in Hefei. There are six parts in this paper: the first part is to introduce the research background and significance of this paper. The research situation at home and abroad is combed and a brief review is made, then the research content, research ideas and methods are expounded, and the innovation of this paper is briefly explained. The second part is about industry. This paper defines the concept of industrial policy, and introduces the characteristics of industrial policy, such as its epoch, diversity of objectives and means, compensability of market function, national character, etc. In addition, it also introduces the field of function orientation and policy function. The objective of the policy as well as the theory and practice of industrial policy in various countries are classified. In this part, the theoretical basis of industrial policy is also introduced. For example, this paper mainly expounds the theory of "market failure", the theory of comparative advantage and the theory of late-advantage. Technology development theory and other related theories. The third part mainly elaborated Hefei City support industry development "135" policy system summary, respectively from the background introduction, the main content introduction, has the superiority. In the background introduction, it mainly discusses the factors of the innovation industry support policy in Hefei and the practical significance of implementing the industrial development policy system in Hefei; In the main contents, the basic framework of "135" policy system and the relevant contents of "five industrial policies" are introduced respectively. In the achievement, it is expounded from the comprehensive strength of Hefei economy and the continuous optimization of the industrial structure. The scientific content of the policy system, innovation and support ideas, the way of input to abandon the single, accurate pulse of industrial development trends are the advantages of the policy system. 4th part is mainly the problems of the policy system. Based on the perspective of public policy and the actual operation of the policy system of supporting industry development in Hefei, this paper points out that the policy system of "135" is not perfect. The lack of interactive policy system, the lack of systematic county and district to undertake content and implementation supervision, policy feedback, policy evaluation and other related issues. 5th part of the problem and deficiencies in the research direction. The suggestions and countermeasures of further optimizing the policy system of "135" to support the development of industry are put forward: strengthening the supporting policies and strengthening the interaction of the policy system. Strengthen the system of counties and districts to undertake policy and establish a sound policy feedback, supervision, evaluation mechanism and so on. 6th is the conclusion of the full text, in this part a brief summary of the full text. At the same time, the shortcomings of this paper are explained.
