【摘要】:高技術(shù)產(chǎn)業(yè)是現(xiàn)代社會(huì)經(jīng)濟(jì)發(fā)展最主要的支撐點(diǎn),與其他產(chǎn)業(yè)相比處于戰(zhàn)略地位。目前,高技術(shù)產(chǎn)業(yè)的發(fā)展水平已經(jīng)成為全球經(jīng)濟(jì)競(jìng)爭(zhēng)與科技進(jìn)步的核心。眾所周知,高技術(shù)產(chǎn)業(yè)的發(fā)展主要依賴技術(shù)創(chuàng)新。技術(shù)創(chuàng)新可以減少能源消耗、加快產(chǎn)業(yè)資產(chǎn)周轉(zhuǎn)速度、提高產(chǎn)業(yè)的盈利水平。正是因?yàn)檫@樣,大量的專家開(kāi)始研究有關(guān)于高技術(shù)創(chuàng)新效率的問(wèn)題。查閱已有文獻(xiàn)發(fā)現(xiàn),學(xué)者們往往從投入與產(chǎn)出的角度展開(kāi)創(chuàng)新效率的研究,其中在考慮產(chǎn)出問(wèn)題時(shí),更傾向把專利數(shù)據(jù)與經(jīng)濟(jì)效益指標(biāo)共同作為效率產(chǎn)出指標(biāo)進(jìn)行評(píng)價(jià)。事實(shí)上從創(chuàng)新的整個(gè)過(guò)程看,專利數(shù)據(jù)只是一個(gè)中間產(chǎn)出,將它與經(jīng)濟(jì)效益數(shù)據(jù)共同作為產(chǎn)出指標(biāo)求出的效率難免會(huì)存在誤差。本文從專利效率和經(jīng)濟(jì)效率兩個(gè)角度對(duì)我國(guó)高技術(shù)產(chǎn)業(yè)的創(chuàng)新效率進(jìn)行比較研究,以期為決策者提供更加有用的信息。本文通過(guò)對(duì)高技術(shù)產(chǎn)業(yè)、技術(shù)創(chuàng)新理論和效率理論等進(jìn)行剖析獲得理論支撐。根據(jù)創(chuàng)新過(guò)程將創(chuàng)新效率分為“經(jīng)濟(jì)效率”和“專利效率”,通過(guò)建立合理的評(píng)價(jià)指標(biāo),從投入與產(chǎn)出的角度對(duì)我國(guó)高技術(shù)產(chǎn)業(yè)創(chuàng)新效率進(jìn)行深入研究。投入分為三個(gè)維度:人力投入、財(cái)力投入和技術(shù)投入,“經(jīng)濟(jì)效率”產(chǎn)出分為兩個(gè)維度:產(chǎn)品收益和新產(chǎn)品收益,“專利效率”產(chǎn)出分為兩個(gè)維度:專利數(shù)量和專利質(zhì)量。通過(guò)DEA模型,實(shí)證測(cè)算25個(gè)省份5年內(nèi)(2009-2013)高技術(shù)產(chǎn)業(yè)的技術(shù)創(chuàng)新效率,得出以下結(jié)論:從整體上來(lái)看:(1)高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率整體上是有效率的,但距離完全有效還差很遠(yuǎn);(2)不同地區(qū)創(chuàng)新效率水平嚴(yán)重不一致;(3)東部地區(qū)在“經(jīng)濟(jì)效率”上具有顯著優(yōu)勢(shì);中西部地區(qū)在“專利效率”上具有明顯優(yōu)勢(shì);(4)個(gè)別省份經(jīng)濟(jì)效率與專利效率完全脫節(jié)。包括兩種情況:經(jīng)濟(jì)效率遠(yuǎn)遠(yuǎn)高于專利效率;經(jīng)濟(jì)效率遠(yuǎn)遠(yuǎn)低于專利效率。長(zhǎng)久看來(lái),這兩種效率的不對(duì)等會(huì)給產(chǎn)業(yè)未來(lái)發(fā)展帶來(lái)極大的阻力。從時(shí)間序列角度來(lái)看:(1)我國(guó)整體上“經(jīng)濟(jì)效率”逐年下降,“專利效率”在波動(dòng)中逐漸提高;(2)雖然我國(guó)高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率存在地區(qū)差異,但是這種差異正在逐步縮小。
[Abstract]:High-tech industry is the most important supporting point of modern social and economic development, and is in a strategic position compared with other industries. The development level of high-tech industry has become the core of global economic competition and scientific and technological progress. As we all know, the development of high-tech industry mainly depends on technological innovation. Technological innovation can reduce energy consumption. It is precisely because of this that a large number of experts began to study the problem of high technology innovation efficiency. Scholars often carry out the research of innovation efficiency from the angle of input and output, in which the question of output is considered. Patent data and economic efficiency indicators are more likely to be used as efficiency output indicators. In fact, from the whole process of innovation, patent data is only an intermediate output. It is inevitable that there will be errors in the efficiency obtained by using it and economic benefit data as the output index. This paper makes a comparative study on the innovation efficiency of China's high-tech industry from the perspective of patent efficiency and economic efficiency. In order to provide policymakers with more useful information. According to the innovation process, the innovation efficiency is divided into "economic efficiency" and "patent efficiency", through the establishment of reasonable evaluation indicators. From the perspective of input and output, the innovation efficiency of high-tech industry in China is deeply studied. Input is divided into three dimensions: human input, financial input and technical input. The output of "economic efficiency" is divided into two dimensions: product income and new product income, and "patent efficiency" output is divided into two dimensions: patent quantity and patent quality, through DEA model. The technological innovation efficiency of the high-tech industry in 25 provinces in the next 5 years is estimated by empirical analysis. The conclusions are as follows: on the whole, the technological innovation efficiency of high-tech industry is efficient, but it is far from being completely effective; (2) the level of innovation efficiency in different regions is not consistent; (3) the eastern region has significant advantages in "economic efficiency"; The central and western regions have obvious advantages in "patent efficiency"; 4) the economic efficiency of individual provinces is completely out of touch with the patent efficiency, including two situations: the economic efficiency is much higher than the patent efficiency; Economic efficiency is far lower than patent efficiency. In the long run. The inequality of these two kinds of efficiency will bring great resistance to the future development of industry. From the point of view of time series, the "economic efficiency" in China as a whole is decreasing year by year, and the "patent efficiency" is gradually increasing in the fluctuation. Although there are regional differences in the technological innovation efficiency of high-tech industries in China, the differences are gradually narrowing.
