    前言：本課題是在國(guó)家農(nóng)業(yè)產(chǎn)業(yè)政策不斷完善和產(chǎn)業(yè)經(jīng)濟(jì)學(xué)科科學(xué)發(fā)展的背景下，從農(nóng)業(yè)產(chǎn)業(yè)政策的實(shí)踐出發(fā)，從大農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)、組織、技術(shù)、資金、勞動(dòng)力、土地等資源配置以及區(qū)域布局、國(guó)內(nèi)外關(guān)聯(lián)等角度，以農(nóng)業(yè)產(chǎn)業(yè)政策與農(nóng)業(yè)發(fā)展的互動(dòng)關(guān)系為切入點(diǎn)，，提出了農(nóng)業(yè)產(chǎn)業(yè)政策調(diào)整取向，初步形成和發(fā)展了政策理論。全文共分9章，主要運(yùn)用一般均衡和局部均衡比較等理論，實(shí)證、規(guī)范經(jīng)濟(jì)學(xué)研究等方法進(jìn)行探討，對(duì)農(nóng)業(yè)產(chǎn)業(yè)政策實(shí)施績(jī)效、農(nóng)村需求結(jié)構(gòu)、就業(yè)結(jié)構(gòu)、農(nóng)業(yè)生產(chǎn)要素和布局、農(nóng)業(yè)可持續(xù)發(fā)展、農(nóng)業(yè)國(guó)際化等命題以及對(duì)策建議作了比較全面深入的評(píng)析。本課題研究主要有以下創(chuàng)新觀點(diǎn)：①初步搭建了農(nóng)業(yè)產(chǎn)業(yè)政策和結(jié)構(gòu)理論框架，設(shè)計(jì)了政策和結(jié)構(gòu)體系圖；②延伸了“農(nóng)業(yè)”概念外延，提出了“大農(nóng)業(yè)”的構(gòu)想；③提出了農(nóng)業(yè)產(chǎn)業(yè)經(jīng)營(yíng)組織再造和創(chuàng)新的公司化發(fā)展方向，設(shè)置了農(nóng)業(yè)產(chǎn)業(yè)化、公司化發(fā)展模式圖和產(chǎn)業(yè)化公司模型圖；設(shè)計(jì)了農(nóng)業(yè)可持續(xù)發(fā)展良性循環(huán)圖和農(nóng)業(yè)資金投入效益模型圖；④提出了建立農(nóng)產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系、推行內(nèi)外貿(mào)一體制的觀點(diǎn)；⑤建立了農(nóng)業(yè)保障體系參照?qǐng)D，建議通過(guò)產(chǎn)業(yè)政策引導(dǎo)鄉(xiāng)鎮(zhèn)、私營(yíng)企業(yè)和“三資”企業(yè)發(fā)展；⑥剖析農(nóng)村勞動(dòng)力就業(yè)結(jié)構(gòu)、區(qū)域布局、科技創(chuàng)新、農(nóng)產(chǎn)品市場(chǎng)體系；⑦提出...
