幾乎所有公共基礎(chǔ)設(shè)施項目的主要目標(biāo)都是開發(fā)一種有效且高效的項目質(zhì)量產(chǎn)品,以滿足合法用戶的需求和期望。建造行業(yè)是促進(jìn)地區(qū)經(jīng)濟(jì)和社會可持續(xù)發(fā)展的關(guān)鍵部門之一。目前,許多發(fā)達(dá)國家和發(fā)展中國家都采用社區(qū)發(fā)展機(jī)制,旨在促進(jìn)經(jīng)濟(jì)增長,提高生活質(zhì)量及當(dāng)?shù)厣鐓^(qū)的社會福利。然而,建造行業(yè)項目延期的問題目前是一個全球性現(xiàn)象,在巴基斯坦大多數(shù)的基礎(chǔ)設(shè)施項目都會延期,且項目成功率很低,特別是公共基礎(chǔ)設(shè)施項目。項目的發(fā)起來自于社區(qū)的需求,為了實現(xiàn)社區(qū)的需求和效益,主要利益相關(guān)者的基本目標(biāo)就是在預(yù)計的時間和預(yù)算內(nèi)完成項目,并達(dá)到預(yù)期的質(zhì)量目標(biāo)。因此,識別關(guān)鍵的延期因素并探討這些因素如何影響當(dāng)?shù)厣鐓^(qū)至關(guān)重要。此外,了解計劃和決策制定過程中的社區(qū)參與情況,以更好地執(zhí)行公共基礎(chǔ)設(shè)施項目也很有必要。然而,現(xiàn)有研究缺乏公共基礎(chǔ)設(shè)施項目延期對當(dāng)?shù)厣鐓^(qū)的影響的關(guān)注,以及巴基斯坦公共建設(shè)行業(yè)中社區(qū)參與對政府支持、組織創(chuàng)新和項目成功實踐的中介影響的實證分析。因此,本研究提出公共項目的延期會對當(dāng)?shù)厣鐓^(qū)的社會經(jīng)濟(jì)效益產(chǎn)生不利影響,社區(qū)參與在組織創(chuàng)新和政府支持影響項目成功中起重要的中介作用。該觀點的實證支持來自于從巴基斯坦當(dāng)?shù)厣鐓^(qū)和公共...
