2015年,聯(lián)合國制定了可持續(xù)發(fā)展目標(biāo),主要目標(biāo)是到2030年底消除貧困,保護(hù)地球,確保全球繁榮。2013年,中國政府發(fā)起“一帶一路”倡議,有力推動了“一帶一路”建設(shè)。堅持可持續(xù)發(fā)展目標(biāo),重點是促進(jìn)技術(shù)轉(zhuǎn)讓、經(jīng)濟增長和嚴(yán)格的環(huán)境法規(guī),以建設(shè)一個更美好的世界!耙粠б宦贰背h高度促進(jìn)貿(mào)易開放、科技創(chuàng)新和人力資本提升。因此,有相當(dāng)多的關(guān)注和證據(jù)支持工資水平、技術(shù)進(jìn)步、資本投資和信貸約束對人力資本的影響。然而,它伴隨著環(huán)境惡化的機會成本和實現(xiàn)目標(biāo)的擔(dān)憂。因此,環(huán)境監(jiān)管和相關(guān)政府政策也是貿(mào)易開放影響人力資本的重要視角。從傳統(tǒng)的機制(工資價格機制、技術(shù)進(jìn)步機制、資金投入機制和信貸約束機制)和當(dāng)代新的潛在環(huán)境規(guī)制機制等方面考察貿(mào)易開放對人力資本的影響。理論基礎(chǔ)進(jìn)一步得到人力資本理論、工資理論、經(jīng)典增長理論、新古典增長理論、內(nèi)生增長理論、環(huán)境和可持續(xù)增長理論的支持。本文的研究從傳統(tǒng)的工資價格機制、技術(shù)進(jìn)步機制、資金投入機制和信用約束機制以及環(huán)境規(guī)制的角度上建立了貿(mào)易開放對人力資本水平影響的基本假設(shè)。從貿(mào)易開放度和人力資本水平的角度,為具有類似經(jīng)濟、金融和技術(shù)條件的“一帶一路”國家積極實施更嚴(yán)格的環(huán)境...
