【摘要】：當(dāng)前我國藥品安全存在低水平供需結(jié)構(gòu)、"大產(chǎn)業(yè)—弱監(jiān)管"格局、多元風(fēng)險(xiǎn)并存三大深層次問題,以許可、檢查、處罰為主要政策工具的線性監(jiān)管模式已難以適應(yīng),必須超越監(jiān)管看安全。本研究基于整體治理理論提出"目標(biāo)—結(jié)構(gòu)—行動(dòng)"框架,構(gòu)建國家藥品安全治理體系;從健康中國、公共安全、供給側(cè)改革的戰(zhàn)略維度,重新界定藥品安全治理目標(biāo)以破解上述問題;闡述多主體組織結(jié)構(gòu),分析部門協(xié)同共治、科學(xué)劃分事權(quán)、監(jiān)管嵌入產(chǎn)業(yè)的機(jī)理。據(jù)此圍繞前提性、過程性、結(jié)果性三個(gè)邏輯層面,本文提出藥品安全治理行動(dòng)方案,并建議盡快制定《國家藥品安全綱要》。
[Abstract]:At present, there is a low level supply and demand structure in drug safety in our country. There are three deep-seated problems in the pattern of "big industry-weak supervision" and the coexistence of multiple risks. The linear supervision mode with permission, inspection and punishment as the main policy tools is difficult to adapt to, and must go beyond supervision to see safety. Based on the theory of overall governance, this study puts forward the framework of "goal-structure-action" to construct the national drug safety management system; redefines the objectives of drug safety management to solve the above problems from the strategic dimension of healthy China, public safety and supply-side reform; expounds the multi-agent organizational structure, analyzes the mechanism of cooperative management of departments, scientific division of administrative rights and supervision of embedded industries. Based on this, this paper puts forward an action plan of drug safety management around the three logical aspects of premise, process and result, and suggests that the National Drug Safety outline should be formulated as soon as possible.
