就業(yè)市場(chǎng)扭曲、人力資本積累與階層分化

【摘要】:轉(zhuǎn)型時(shí)期的社會(huì)階層分化,部分源于就業(yè)市場(chǎng)中的人力資本積累策略差異性及其"極化效應(yīng)",而這又根源于被扭曲的就業(yè)市場(chǎng)。從政策沖擊和就業(yè)市場(chǎng)扭曲的角度出發(fā),本文通過(guò)構(gòu)建一個(gè)基準(zhǔn)模型來(lái)說(shuō)明就業(yè)環(huán)境與個(gè)體人力資本積累之間的關(guān)系。研究發(fā)現(xiàn):每個(gè)就業(yè)者都會(huì)根據(jù)就業(yè)環(huán)境和自身成本收益進(jìn)行人力資本積累程度的決策,就業(yè)環(huán)境的惡化會(huì)使不同群體的人力資本積累表現(xiàn)出"極化效應(yīng)",進(jìn)而影響到社會(huì)階層分化。進(jìn)一步,本文結(jié)合我國(guó)的實(shí)際情況,從性別歧視、行業(yè)分割、戶籍壁壘、關(guān)系網(wǎng)絡(luò)和最低工資法等多個(gè)角度對(duì)基準(zhǔn)模型進(jìn)行了拓展分析,從而在統(tǒng)一的框架下解釋了就業(yè)市場(chǎng)中不同群體、不同時(shí)期的人力資本積累的差異性與階層分化。因此,要構(gòu)建"橄欖型"社會(huì),就必須不斷通過(guò)政策調(diào)整,修正扭曲的就業(yè)市場(chǎng),使社會(huì)中的人力資本積累和階層形成良性分布,從而推動(dòng)經(jīng)濟(jì)長(zhǎng)期增長(zhǎng)。
[Abstract]:The differentiation of social strata in the transitional period is partly due to the difference of human capital accumulation strategy and its "polarization effect" in the job market, which in turn originates from the distorted job market. From the point of view of policy impact and distortion of job market, this paper explains the relationship between employment environment and individual human capital accumulation by constructing a benchmark model. It is found that each employed person will make a decision on the degree of human capital accumulation according to the employment environment and his own cost and income, and the deterioration of the employment environment will make the human capital accumulation of different groups show a "polarization effect", which will affect the differentiation of social strata. Furthermore, based on the actual situation of our country, this paper extends and analyzes the benchmark model from the angles of gender discrimination, industry segmentation, household registration barriers, relational network and minimum wage law, so as to explain the differences and class differentiation of human capital accumulation in different groups and periods in the job market under a unified framework. Therefore, in order to build an "olive" society, we must constantly adjust policies and correct the distorted job market, so that the accumulation of human capital and the formation of benign distribution of strata in society, so as to promote long-term economic growth.
