基于社會(huì)投資的城市更新項(xiàng)目周邊公共設(shè)施建設(shè)模式研究
[Abstract]:In recent years, with the rapid development of urban renewal activities in Shenzhen, a large number of residential buildings have been built and put into use, but the progress of public facilities construction around the urban renewal project is relatively lagging behind, which can not meet the demands of new residents such as school, travel, leisure and so on. In the areas outside the original special zone, due to the historical arrears of public facilities construction, the lag of public facilities construction is particularly prominent. The purpose of this paper is to construct a construction model suitable for the construction of public facilities around the urban renewal project, and to encourage social funds to invest in the construction of schools, roads, parks and other public facilities. This paper refers to a large number of literature on social capital investment and construction of public facilities at home and abroad, combs the application of PPP model, and analyzes the present situation of agent construction mode. This paper points out the problems existing in the application of agent construction mode to the public facilities around the urban renewal project, and puts forward some countermeasures for improvement. Through the in-depth analysis of the whole process of public facilities construction, this paper summarizes the targeted adjustment measures, and optimizes the project declaration, construction management and fund management of the existing public facilities construction mode. The optimized project declaration process, construction management process and fund management process are put forward, and the construction mode of public facilities around the social capital investment urban renewal project is constructed (hereinafter referred to as 60 / 40 construction mode). Through consulting the literature and expert questionnaire, the relevant evaluation indexes are selected, the scoring principles are worked out, and the evaluation index system and method of the implementation process of public facilities projects are established. Finally, taking the public facilities around the urban renewal project in Longgang District as an example, this paper compares and evaluates the implementation effect of the agent construction mode and the 60 / 40 construction mode, and verifies the feasibility and effectiveness of the 60 / 40 construction model. Combined with the application feedback, the corresponding improvement suggestions are put forward.
