【摘要】：為改變當(dāng)今國內(nèi)食品安全以政府治理為主的現(xiàn)狀,文章界定了食品安全共治和行業(yè)協(xié)會參與共治的內(nèi)涵,并選取27家浙江省金華市的食品行業(yè)相關(guān)協(xié)會進(jìn)行調(diào)研。結(jié)果顯示:行業(yè)協(xié)會參與食品行業(yè)安全共治存在能力不強、平臺不足、機制不完善、模式單一等問題,這些也是造成目前食品安全治理效果不佳的主要因素。有鑒于此,文章提出了前移政府職能,提升"三項能力";重構(gòu)共治平臺,建立"組織之家";完善參與機制,實現(xiàn)"五方聯(lián)動";固化共治模式,推行"協(xié)同共治"等對策,以提高食品安全治理水平。
[Abstract]:In order to change the current situation of government governance in food safety, this paper defines the connotation of food safety co-treatment and trade association participation, and selects 27 food industry associations in Jinhua City, Zhejiang Province for investigation. The results show that the ability of trade association to participate in food industry safety co-treatment is not strong, the platform is insufficient, the mechanism is not perfect, and the mode is single, which are also the main factors that cause the poor effect of food safety management at present. In view of this, the article puts forward to move forward the government function, promote the "three abilities", reconstruct the co-governance platform, establish the "organization house", perfect the participation mechanism and realize the "five parties' linkage"; To improve the level of food safety management, the cure mode of solidification and co-treatment should be carried out in order to improve the level of food safety.
