【摘要】：水資源是人類生存,社會(huì)發(fā)展不可替代的物質(zhì)基礎(chǔ),城市水環(huán)境基礎(chǔ)設(shè)施對(duì)于國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展而言不可或缺。政府應(yīng)當(dāng)落實(shí)可持續(xù)發(fā)展的戰(zhàn)略對(duì)城市水環(huán)境基礎(chǔ)設(shè)施進(jìn)行科學(xué)的建設(shè),對(duì)水資源進(jìn)行合理的維護(hù)及配置。在經(jīng)濟(jì)體制改革的過程中,我國(guó)的城市水環(huán)境建設(shè)的投融資機(jī)制和政策也逐步發(fā)生變化,但是一直以來,在水環(huán)境建設(shè)方面一直存在投入不足的問題。本文以南寧市水環(huán)境建設(shè)項(xiàng)目融資為研究對(duì)象,綜合運(yùn)用相關(guān)的理論知識(shí)與實(shí)證結(jié)果,對(duì)南寧市的水資源建設(shè)項(xiàng)目進(jìn)行了可持續(xù)發(fā)展的評(píng)價(jià),逐一分析了政府財(cái)政預(yù)算、排污許可證交易、企業(yè)自籌、公私合作等融資渠道在城市水環(huán)境建設(shè)中的特點(diǎn)與作用,重點(diǎn)分析了政府在城市水環(huán)境建設(shè)中應(yīng)當(dāng)承擔(dān)怎樣的角色以及政府財(cái)政預(yù)算資金的運(yùn)作機(jī)制。本文從融資渠道、投入資金總額以及投資結(jié)構(gòu)等方面入手,對(duì)于南寧市的水環(huán)境項(xiàng)目融資進(jìn)行了客觀評(píng)估,分析了政府財(cái)政、企業(yè)投資以及其它社會(huì)資本在水環(huán)境項(xiàng)目中的比重與作用,指出了現(xiàn)階段南寧市水環(huán)境建設(shè)融資存在的主要問題。本文研究認(rèn)為,當(dāng)前南寧市水環(huán)境建設(shè)投入資金不足以及效率低下主要與當(dāng)前政府所采取的融資方式有關(guān),除此之外,還有水環(huán)境項(xiàng)目的投融資體制不完善、水環(huán)境項(xiàng)目定價(jià)機(jī)制不成熟、運(yùn)營(yíng)管理水平不高、水環(huán)境保護(hù)相關(guān)法律不夠完善有關(guān)。對(duì)于這些問題的存在,本文有針對(duì)性地對(duì)其原因進(jìn)行了分析,提出了相關(guān)的科學(xué)有效的政策建議,進(jìn)一步提出了在南寧市水環(huán)境建設(shè)項(xiàng)目中應(yīng)當(dāng)優(yōu)先選擇的融資方式,并對(duì)如何完善水環(huán)境建設(shè)投融資體制及水環(huán)境項(xiàng)目定價(jià)機(jī)制,提高城市水環(huán)境基礎(chǔ)設(shè)施融資能力,疏通已有投資渠道,開辟新的資金來源提出了建議。
[Abstract]:Water resources are the material basis of human survival and social development. The urban water environment infrastructure is indispensable for the national economy and social development. The government should carry out the strategy of sustainable development and carry out scientific construction of urban water environment infrastructure and reasonable maintenance and allocation of water resources. In the process of economic system reform, the investment and financing mechanisms and policies of urban water environment construction in China have changed gradually, but there has always been a problem of insufficient investment in water environment construction. This paper takes Nanning water environment construction project financing as the research object, synthetically uses the related theory knowledge and the demonstration result, has carried on the sustainable development appraisal to the Nanning water resources construction project, has analyzed the government budget one by one. The characteristics and functions of sewage permit Trading, Self-financing by Enterprises, Public-Private Cooperation and other financing channels in the Construction of Urban Water Environment, The role of government in the construction of urban water environment and the operating mechanism of government budget funds are analyzed. Starting with the financing channels, total investment and investment structure, this paper makes an objective evaluation on the financing of water environment projects in Nanning, and analyzes the government finance. The proportion and function of enterprise investment and other social capital in water environment project are pointed out, and the main problems existing in Nanning water environment construction financing are pointed out. In this paper, the author believes that the lack of investment and inefficiency in water environment construction in Nanning is mainly related to the financing methods adopted by the current government. In addition, the investment and financing system of water environment projects is not perfect. The pricing mechanism of water environment project is not mature, the level of operation and management is not high, and the laws related to water environment protection are not perfect enough. For the existence of these problems, this paper analyzes the causes, puts forward some scientific and effective policy recommendations, and further puts forward the financing methods that should be selected first in the water environment construction project of Nanning. Suggestions on how to perfect the investment and financing system of water environment construction and pricing mechanism of water environment projects, improve the financing capacity of urban water environment infrastructure, unblock existing investment channels, and open up new sources of funds are put forward.
