【摘要】：公共租賃住房建設(shè)及運(yùn)營(yíng)管理是我國(guó)住房保障乃至社會(huì)民生發(fā)展的重中之重。在回顧比較國(guó)內(nèi)外住房保障制度發(fā)展歷程基礎(chǔ)上,圍繞公共租賃住房的準(zhǔn)入管理、租金管理、租后管理和退出管理四個(gè)方面,總結(jié)國(guó)內(nèi)外公共租賃住房保障的經(jīng)驗(yàn)與做法,認(rèn)為必須堅(jiān)持公平的政策取向,發(fā)揮市場(chǎng)在公共住房資源配置中的決定性作用,更好地發(fā)揮政府作用,構(gòu)建靈活可持續(xù)的住房保障體系,建議下一步從建立完善租售管理機(jī)制、法律保障體系和政府-社會(huì)伙伴協(xié)作模式入手,進(jìn)一步完善我國(guó)新型住房保障制度,促進(jìn)以人為本的新型城鎮(zhèn)化發(fā)展。
[Abstract]:The construction and operation management of public rental housing is the most important in the development of housing security and social livelihood. On the basis of reviewing and comparing the development of housing security system at home and abroad, this paper summarizes the experience and practice of public rental housing security at home and abroad, focusing on four aspects: access management, rent management, post-lease management and exit management. It is believed that we must adhere to the policy orientation of fairness, give play to the decisive role of the market in the allocation of public housing resources, play a better role in the role of the government, and build a flexible and sustainable housing security system. It is suggested that the next step is to establish and improve the management mechanism of rental and sale. Starting with the legal security system and the cooperation mode between the government and the social partners, the new housing security system of our country is further improved to promote the new urbanization development of people-oriented.
