【摘要】：隨著我國經(jīng)濟(jì)的快速穩(wěn)步發(fā)展,伴隨著城鎮(zhèn)化腳步的快速前進(jìn),對基礎(chǔ)設(shè)施的需求不斷加大。然而,地方政府性債務(wù)不斷增加,財政收入增速開始放緩,使得地方政府采用傳統(tǒng)模式包攬基礎(chǔ)設(shè)施建設(shè)難以為繼。采用PPP模式,有效地解決了政府長期以來所面臨的建設(shè)基礎(chǔ)設(shè)施所需的資金不足和專業(yè)化管理能力不夠的問題,本文對PPP模式在我國基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用進(jìn)行研究,力求解決如下問題:對比國內(nèi)外PPP模式在基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用現(xiàn)狀,找到我國在PPP模式應(yīng)用中存在的問題;結(jié)合我國基礎(chǔ)設(shè)施重點(diǎn)領(lǐng)域--地下管廊PPP模式的運(yùn)作,從項目儲備、項目論證、社會資本方選擇、項目執(zhí)行四個階段操作流程的關(guān)鍵要點(diǎn)進(jìn)行分析,為PPP模式在基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用提供借鑒;通過制定一些有針對性策略,解決PPP模式存在的問題,從而讓PPP模式的應(yīng)用得到更加的完善發(fā)展。全文共分5章。第1章緒論,明確了研究背景和研究意義,歸納總結(jié)國內(nèi)外相關(guān)研究的基礎(chǔ)上,提出了本課題的研究方法和研究內(nèi)容;第2章國內(nèi)外PPP模式在基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用現(xiàn)狀,通過對比國內(nèi)外應(yīng)用現(xiàn)狀,總結(jié)借鑒國外成功經(jīng)驗,找到PPP模式在我國基礎(chǔ)設(shè)施建設(shè)中應(yīng)用存在的問題;第3章PPP模式的理論概述,首先對PPP模式的定義和運(yùn)行模式進(jìn)行了總結(jié)分析,通過分析PPP模式的基本特征和作用,運(yùn)用理論基礎(chǔ)找到PPP模式解決基礎(chǔ)設(shè)施建設(shè)中問題的依據(jù)。第4章我國基礎(chǔ)設(shè)施采用PPP模式的案例,以長春市城區(qū)地下管廊項目為例,系統(tǒng)剖析了我國基礎(chǔ)設(shè)施重點(diǎn)領(lǐng)域---地下管廊引用PPP模式的發(fā)展路徑,分析了該P(yáng)PP項目的必要性和可行性,對整個項目操作流程進(jìn)行了分析和總結(jié),尤其對實(shí)施方案中項目整體運(yùn)作模式、項目交易結(jié)構(gòu)、合同體系、項目邊界條件、監(jiān)管架構(gòu)、風(fēng)險應(yīng)對機(jī)制等方面,提出解決策略。第5章PPP模式在我國基礎(chǔ)設(shè)施建設(shè)應(yīng)用中的建議,從PPP模式的政府建設(shè)、制度建設(shè)、機(jī)制建設(shè)三個方面提出應(yīng)對策略,通過研究PPP模式的理論以及在實(shí)際案例中的應(yīng)用得出結(jié)論,并提出相關(guān)的建議。
[Abstract]:With the rapid and steady development of China's economy and the rapid progress of urbanization, the demand for infrastructure is increasing. However, rising local government debt and slowing revenue growth have made it difficult for local governments to embrace traditional models of infrastructure construction. The adoption of PPP model has effectively solved the problems that the government has been facing for a long time, such as insufficient funds and insufficient specialized management ability for the construction of infrastructure. In this paper, the application of PPP model in infrastructure construction in China is studied. Try to solve the following problems: compare the application status of PPP model in infrastructure construction, find out the existing problems in the application of PPP mode in our country; Combined with the operation of PPP mode in the key field of infrastructure in China, the paper analyzes the key points in the four stages of operation process, such as project reserve, project demonstration, social capital side selection, project execution, etc. To provide reference for the application of PPP model in infrastructure construction; By making some targeted strategies to solve the problems existing in PPP mode, the application of PPP mode can be improved and developed. The full text is divided into five chapters. The first chapter introduces the background and significance of the research, summarizes the relevant research at home and abroad, and puts forward the research methods and contents of this topic. The second chapter is about the application of PPP model in infrastructure construction at home and abroad. By comparing the domestic and foreign application status, the author summarizes the successful experience of foreign countries and finds out the problems existing in the application of PPP model in infrastructure construction in China. Chapter 3 summarizes the theory of PPP mode. Firstly, the definition and operation mode of PPP mode are summarized and analyzed. By analyzing the basic characteristics and functions of PPP mode, the theoretical basis is found to solve the problems in infrastructure construction of PPP mode. In chapter 4, the case of adopting PPP model in infrastructure in China, taking Changchun urban underground pipe corridor project as an example, systematically analyzes the development path of PPP model in the key field of infrastructure in China-underground pipe corridor. The necessity and feasibility of the PPP project are analyzed, and the whole project operation process is analyzed and summarized, especially for the whole project operation mode, the project transaction structure, the contract system, the project boundary condition, the supervision framework, the implementation scheme, the project transaction structure, the contract system, the project boundary condition and the supervision framework. In the aspect of risk response mechanism and so on, the paper puts forward the solution strategy. In chapter 5, the author puts forward some suggestions on the application of PPP model in the infrastructure construction of our country, and puts forward some countermeasures from three aspects: government construction, system construction and mechanism construction of PPP model. By studying the theory of PPP model and its application in practical cases, this paper draws a conclusion and puts forward some relevant suggestions.
