【摘要】：隨著城市不斷發(fā)展進(jìn)步,城市內(nèi)部矛盾問題頻出,如城市內(nèi)人口稠密導(dǎo)致資源緊張,部分群眾因生活所需從事違反城市管理法律法規(guī)的活動(dòng),政府部門需要為群眾設(shè)置并且維護(hù)更多的基礎(chǔ)設(shè)施,城市管理難度增大。這些問題不可避免地出現(xiàn)在各個(gè)城市中,只能通過實(shí)施數(shù)字化城市管理去解決。正如預(yù)想與期望的那樣,數(shù)字化城市管理大大提升了城市管理工作的整體水平,為城市經(jīng)濟(jì)、社會(huì)發(fā)展奠定了基礎(chǔ),城市新面貌有了基本的輪廓。然而,數(shù)字化城市管理在運(yùn)行數(shù)年后問題逐漸暴露,其進(jìn)一步發(fā)展遇到瓶頸。本文正是以此為背景,對張家港市數(shù)字化城市管理進(jìn)行分析研究。文章首先對數(shù)字化城市管理及與其相關(guān)的概念,如城市管理、數(shù)字城市進(jìn)行界定,理清他們之間的關(guān)系,從而真正明確數(shù)字化城市管理的內(nèi)涵。在此基礎(chǔ)之上,重點(diǎn)介紹了張家港市數(shù)字化城市管理的建設(shè)運(yùn)行狀況,分析張家港市這個(gè)縣級(jí)市,根據(jù)其特有的地域、人口等條件因素,實(shí)施了更加符合自身實(shí)際的模式。因地制宜、順應(yīng)市情,使其數(shù)字化城市管理頗有成效。張家港市數(shù)字化城市管理的與眾不同之處還在于,它創(chuàng)新開發(fā)了“城市e管家”公眾交互系統(tǒng),對此文章從系統(tǒng)建設(shè)背景、優(yōu)勢特點(diǎn)、保障手段和運(yùn)行成效等四個(gè)方面進(jìn)行了較為全面的介紹。然后,分析張家港市存在的數(shù)字化管理認(rèn)知程度不高、適用領(lǐng)域不寬廣、系統(tǒng)功能沒有得到充分發(fā)揮、缺乏專業(yè)的人才隊(duì)伍儲(chǔ)備以及公眾參與度不高的問題,并從傳統(tǒng)觀念還沒有轉(zhuǎn)變、數(shù)字化城市管理最初的建設(shè)方案限制了今后的發(fā)展和專項(xiàng)資金、制度管理以及公眾參與數(shù)字化城市管理的條件還不到位等方面分析了原因。最后,針對張家港市數(shù)字化城市管理仍存在的不足之處,從提高數(shù)字化城市管理的知曉率和社會(huì)認(rèn)知度、進(jìn)行科學(xué)的規(guī)劃和發(fā)展、加大數(shù)字化城市管理財(cái)政投入、培養(yǎng)專門人才隊(duì)伍、加強(qiáng)數(shù)字化城市管理制度考核、廣泛動(dòng)員群眾參與數(shù)字化城市管理以及從長遠(yuǎn)角度來看需要穩(wěn)步推進(jìn)等方面進(jìn)行了分析。本文在論述數(shù)字化城市管理之時(shí),結(jié)合了張家港市實(shí)際,并借鑒了吳江區(qū)、常熟市等地的做法,對其他同類型城市的數(shù)字化城市管理建設(shè)具有一定參考價(jià)值。
[Abstract]:With the continuous development and progress of the city, contradictions within the city appear frequently. For example, the dense population in the city leads to a shortage of resources, and some people are engaged in activities that violate the laws and regulations of urban management because of their daily needs. Government departments need to set up and maintain more infrastructure for the masses, making urban management more difficult. These problems inevitably appear in various cities and can only be solved through the implementation of digital city management. As expected and expected, digital urban management has greatly improved the overall level of urban management, laid the foundation for urban economic and social development, and provided a basic outline for the new appearance of the city. However, after several years of operation, the problems of digital city management are gradually exposed, and the further development of digital city management meets with bottlenecks. Based on this background, this paper analyzes and studies the digital city management of Zhangjiagang City. Firstly, the paper defines the digital city management and its related concepts, such as city management and digital city, and clarifies the relationship between them, so as to truly clarify the connotation of digital city management. On this basis, the construction and operation of digital city management in Zhangjiagang city is introduced emphatically, and the model of Zhangjiagang city, which is a county-level city, is put into practice according to its special conditions such as region and population, etc. According to the local conditions, comply with the situation of the city, make its digital city management quite effective. Zhangjiagang's digital urban management is different from others in that it has innovated and developed the "urban e-housekeeper" public interaction system. This article is based on the background of the system construction and its advantages. Security means and operational effectiveness of four aspects of a more comprehensive introduction. Then, the paper analyzes the problems of digital management in Zhangjiagang City, such as low cognitive level of digital management, not wide application field, insufficient system function, lack of professional talent reserve and low public participation. The paper also analyzes the reasons from the aspects of the traditional concept has not been changed, the initial construction plan of digital city management has restricted the future development and special funds, the system management and the conditions of public participation in digital city management are not in place, and so on. Finally, aiming at the shortcomings of the digital city management in Zhangjiagang City, this paper raises the awareness rate and social cognition of the digital city management, carries out scientific planning and development, and increases the financial investment in the digital city management. This paper analyzes the training of specialized talents, strengthening the examination of digital city management system, mobilizing the masses to participate in the digital city management and the need to advance steadily in the long run. This paper discusses the management of digital city, combines the reality of Zhangjiagang City, and draws lessons from the practices of Wu Jiang District, Changshu City, etc., which has a certain reference value for the construction of digital city management in other similar cities.
