【摘要】：生態(tài)資產(chǎn)評(píng)估有助于人們以貨幣度量的方式衡量生態(tài)資源的價(jià)值,同時(shí)也為綠色GDP核算以及生態(tài)補(bǔ)償機(jī)制提供科學(xué)依據(jù)�；谏鷳B(tài)資產(chǎn)內(nèi)涵,構(gòu)建了包含自然資源價(jià)值和生態(tài)服務(wù)價(jià)值在內(nèi)的生態(tài)資產(chǎn)價(jià)值評(píng)估指標(biāo)體系,通過(guò)獲取生態(tài)參數(shù),對(duì)各項(xiàng)生態(tài)資產(chǎn)指標(biāo)進(jìn)行全面核算和時(shí)空動(dòng)態(tài)分析,最后針對(duì)區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展和生態(tài)資產(chǎn)狀況提出了相應(yīng)的生態(tài)資產(chǎn)管理對(duì)策與建議。研究結(jié)果表明,2003、2008和2013年增城區(qū)的生態(tài)資產(chǎn)價(jià)值分別為286.4、287.9和330.6億元,其中,自然資源價(jià)值占總價(jià)值平均比例為62%,生態(tài)服務(wù)價(jià)值占總價(jià)值平均比例為38%。10年間,增城區(qū)各類(lèi)自然資源價(jià)值均增加,尤其是農(nóng)用地和草地資源價(jià)值增加幅度最大;各項(xiàng)生態(tài)服務(wù)價(jià)值均減小,其中土壤保育價(jià)值減小最為明顯�；诤怂憬Y(jié)果,為增城區(qū)提出了包含自然資源管理、生態(tài)服務(wù)監(jiān)管、生態(tài)資產(chǎn)保育和實(shí)施生態(tài)補(bǔ)償4個(gè)方面的具體生態(tài)資產(chǎn)管理對(duì)策。
[Abstract]:The evaluation of ecological assets helps people to measure the value of ecological resources by monetary measure, and also provides scientific basis for green GDP accounting and ecological compensation mechanism. Based on the connotation of ecological assets, the evaluation index system of ecological assets value, including natural resources value and ecological service value, is constructed. Through obtaining ecological parameters, the index of ecological assets is calculated comprehensively and analyzed dynamically in time and space. Finally, the paper puts forward the corresponding countermeasures and suggestions for the development of regional economy and society and the status of ecological assets. The results show that the value of ecological assets in Zengcheng District in 2003 and 2013 is 286.4287.9 yuan and 33.06 billion yuan respectively, of which the value of natural resources accounts for an average of 62% of the total value. The average value of ecological service is 38% of the total value during the past 10 years, the value of all kinds of natural resources in Zengcheng area has increased, especially the value of agricultural land and grassland resources. The value of each ecological service was decreased, among which the value of soil conservation was the most obvious. Based on the accounting results, this paper puts forward the specific ecological assets management strategies for Zengcheng District, including natural resource management, ecological service supervision, ecological asset conservation and ecological compensation.
