【摘要】：在國際自然資本核算、評估與管理背景下,英國自2011年以來,應(yīng)用UN SEEA生態(tài)系統(tǒng)核算指導(dǎo),在自然資本評估、制度建設(shè)與路線圖發(fā)展規(guī)劃方面不斷探索發(fā)展,并在實踐工作中取得巨大進展。文章利用綜合分析方法,對2011年以來英國自然資本管理歷程、管理制度建設(shè)、自然資本評估及取得的進展、路線圖規(guī)劃等進行了系統(tǒng)、全面的分析。在此基礎(chǔ)上,結(jié)合我國生態(tài)文明與綠色發(fā)展、自然資本管理與制度建設(shè)的背景,提出對我國自然資本管理與制度建設(shè)的建議。這些建議包括:建立自然資本管理專門機構(gòu)并對自然資本進行評估,制訂自然資本管理、評估與核算的長期戰(zhàn)略規(guī)劃與計劃;構(gòu)建自然資本基礎(chǔ)信息支撐服務(wù)與管理平臺,探索建立自然資本核算管理新制度并促進自然資本相關(guān)研究工作的開展等。
[Abstract]:In the context of international natural capital accounting, assessment and management, the UK has been applying UN SEEA ecosystem accounting guidance to explore and develop natural capital assessment, system construction and road map development planning since 2011. Great progress has been made in practice. This paper makes a systematic and comprehensive analysis of the course of natural capital management, the construction of management system, the evaluation and progress of natural capital and the road map planning in Britain since 2011 by using the comprehensive analysis method. On this basis, combined with the background of ecological civilization and green development, natural capital management and system construction, the paper puts forward some suggestions on natural capital management and system construction in China. These include the establishment and assessment of natural capital management, the development of long-term strategic planning and plans for natural capital management, assessment and accounting, and the establishment of natural capital infrastructure information support services and management platforms. To explore the establishment of a new system of natural capital accounting and management and to promote the development of natural capital related research.
