【摘要】：隨著我國(guó)城市化進(jìn)程不斷加快,城市社會(huì)經(jīng)濟(jì)發(fā)展水平不斷提高,許多城市的社會(huì)經(jīng)濟(jì)也得到了飛速發(fā)展,城市綜合實(shí)力不斷提高,城市地位不斷突出。與此同時(shí),許多城市的機(jī)動(dòng)車(chē)擁有量也在不斷快速增長(zhǎng),隨之而來(lái)的停車(chē)問(wèn)題愈發(fā)嚴(yán)重。其中停車(chē)管理效率低下是造成這些問(wèn)題的重要原因之一。由于長(zhǎng)期以來(lái)在大部分中等城市,政府和市民對(duì)靜態(tài)交通普遍重視不夠,且中等城市停車(chē)管理體制不夠健全、停車(chē)管理力度不夠大,且缺乏強(qiáng)有力的懲戒措施,導(dǎo)致廣大市民對(duì)城市停車(chē)管理理念認(rèn)識(shí)不夠,守法遵章停車(chē)意識(shí)淡薄,違章停車(chē)現(xiàn)象嚴(yán)重,對(duì)城市動(dòng)態(tài)交通效率造成了嚴(yán)重的影響�，F(xiàn)在的城市停車(chē)收費(fèi)管理政策及措施已經(jīng)不能適應(yīng)城市交通經(jīng)濟(jì)的發(fā)展,函待展開(kāi)深入研究。本文選取本人生活的揚(yáng)州市區(qū)為研究范圍,從五個(gè)方面研究了揚(yáng)州市區(qū)停車(chē)收費(fèi)管理問(wèn)題。第一部分概述研究目的及意義,以及國(guó)內(nèi)外有關(guān)停車(chē)收費(fèi)的研究現(xiàn)狀。第二部分闡述機(jī)動(dòng)車(chē)停車(chē)收費(fèi)管理的相關(guān)理論。第三部分分析揚(yáng)州市區(qū)機(jī)動(dòng)車(chē)停車(chē)收費(fèi)管理的現(xiàn)狀,包括揚(yáng)州市區(qū)停車(chē)收費(fèi)的現(xiàn)行政策分析、定價(jià)機(jī)制、管理手段等方面,并基于停車(chē)者的行為需求和停車(chē)收費(fèi)進(jìn)行了實(shí)證調(diào)查,分析了停車(chē)收費(fèi)管理存在的問(wèn)題及成因。第四部分介紹國(guó)外和國(guó)內(nèi)其它城市停車(chē)收費(fèi)管理的相關(guān)內(nèi)容,同時(shí)總結(jié)其特色,包括加強(qiáng)完善停車(chē)法規(guī),扶持停車(chē)產(chǎn)業(yè);提高停車(chē)費(fèi)率,鼓勵(lì)公共交通發(fā)展;鼓勵(lì)實(shí)現(xiàn)停車(chē)場(chǎng)投資管理多元化等。第五部分提出完善揚(yáng)州市區(qū)停車(chē)收費(fèi)管理的建議,主要包括:加強(qiáng)規(guī)劃建設(shè),發(fā)展停車(chē)產(chǎn)業(yè);建立協(xié)調(diào)機(jī)制,形成監(jiān)管合力;運(yùn)用價(jià)格杠桿,調(diào)節(jié)停車(chē)矛盾;運(yùn)用科技手段,促進(jìn)管理職能信息化;加快發(fā)展城市公交,提高公交出行分擔(dān)率;加大收費(fèi)監(jiān)管,增強(qiáng)違規(guī)處罰力度等。
[Abstract]:With the accelerating process of urbanization in China, the level of social and economic development of cities has been continuously improved, many cities' social economy has also been rapidly developed, the comprehensive strength of cities has been continuously improved, and the status of cities has been constantly prominent. At the same time, the number of motor vehicles in many cities is growing rapidly, and the parking problem becomes more and more serious. The low efficiency of parking management is one of the important reasons for these problems. For a long time in most medium-sized cities, the government and citizens generally pay less attention to static traffic, and the parking management system is not perfect, parking management is not strong enough, and there is a lack of strong disciplinary measures. As a result, the general public do not know enough about the concept of urban parking management, the consciousness of abiding by the law and the regulations of parking is weak, the phenomenon of illegal parking is serious, which has a serious impact on the urban dynamic traffic efficiency. The current urban parking charge management policy and measures can not adapt to the development of urban transportation economy. In this paper, I choose Yangzhou urban area as the research scope, from five aspects of the Yangzhou parking fee management. The first part summarizes the purpose and significance of the research, as well as the current situation of research on parking fees at home and abroad. The second part elaborates the related theory of vehicle parking charge management. The third part analyzes the current situation of parking fee management in Yangzhou, including the current policy analysis, pricing mechanism, management methods and so on. Based on the demand of parking behavior and parking fees, this paper makes an empirical investigation, and analyzes the problems and causes of parking fees management. The fourth part introduces the related contents of parking charge management in foreign and domestic cities, and summarizes its characteristics, including strengthening and perfecting parking regulations, supporting parking industry, increasing parking fee rate and encouraging the development of public transportation. Encourage the realization of parking lot investment management diversification. The fifth part puts forward some suggestions to improve the parking fee management in Yangzhou, including: strengthening planning and construction, developing parking industry; establishing coordination mechanism to form supervision force; using price lever to adjust parking contradiction; using scientific and technological means. Promote the informatization of management function; accelerate the development of urban public transport, improve the public transport travel sharing rate; strengthen the charge supervision, strengthen the intensity of punishment for violations of the law, and so on.
