【摘要】：公平與效率的關(guān)系是人類社會一直在探討的問題,公平和效率是人類所不懈追求的兩大目標(biāo),任何社會制度下均是如此。改革開放三十九年來,我國經(jīng)濟總量不斷增長,在全球經(jīng)濟發(fā)展中所起到的作用也越來越大。但從公平與效率關(guān)系的角度來看,在效率得到了很大的提升的同時,公平問題日益突出。因此,有必要對公平與效率的關(guān)系問題進行深入研究,對于我國發(fā)展社會主義市場經(jīng)濟和建設(shè)社會主義和諧社會具有重要的作用。首先,通過對公平與效率關(guān)系的相關(guān)理論進行分析,闡述了公平與效率的辯證的、歷史的統(tǒng)一關(guān)系,并分析了馬克思主義的公平效率觀,提出了馬克思主義公平效率觀在當(dāng)前我國深化改革和未來經(jīng)濟發(fā)展過程中的指導(dǎo)意義。其次,通過對我國建國以來所實行過的公平與效率關(guān)系的政策選擇進行總結(jié)和概括,分析了其積極意義和不足之處,并提出了在全面建成小康的社會背景下公平與效率關(guān)系的政策選擇,即堅持“公平優(yōu)先,兼顧效率”。最后,針對當(dāng)前社會中的現(xiàn)實問題,提出了實現(xiàn)和諧的公平與效率關(guān)系的建議,主要包括:提高全社會普通勞動者的收入水平、落實“共同富�！闭�、發(fā)揮政府宏觀調(diào)控力量、完善社會福利和保障制度、引導(dǎo)公益事業(yè)發(fā)展方向、開展涉及市場經(jīng)濟的法律實踐等建議。
[Abstract]:The relationship between fairness and efficiency is a problem that human society has been discussing all the time. Fairness and efficiency are the two major goals that human beings pursue unremittingly. This is true in any social system. Since the reform and opening up 39 years ago, China's total economic volume has been increasing and playing a more and more important role in the global economic development. But from the point of view of the relationship between fairness and efficiency, the problem of fairness has become increasingly prominent while efficiency has been greatly improved. Therefore, it is necessary to study the relationship between fairness and efficiency, which plays an important role in the development of socialist market economy and the construction of socialist harmonious society. First of all, through the analysis of the related theories of the relationship between fairness and efficiency, this paper expounds the dialectical and historical unified relationship between fairness and efficiency, and analyzes the Marxist view of fairness and efficiency. This paper puts forward the guiding significance of Marxist view of fairness and efficiency in the process of deepening reform and future economic development in our country. Secondly, it summarizes and generalizes the policy choices of the relationship between fairness and efficiency that have been implemented since the founding of the people's Republic of China, and analyzes its positive significance and shortcomings. It also puts forward the policy choice of the relationship between fairness and efficiency under the background of building a well-off society in an all-round way, that is, to insist on "giving priority to fairness and giving consideration to efficiency". Finally, in view of the realistic problems in the current society, the paper puts forward some suggestions to realize the harmonious relationship between fairness and efficiency, mainly including: raising the income level of the ordinary workers in the whole society, implementing the policy of "common prosperity". Give full play to the government's macro-control power, improve the social welfare and security system, guide the development direction of public welfare, and carry out legal practice involving the market economy.
