國家戰(zhàn)略物資儲備工程代建制項目管理模式研究
[Abstract]:As an important means to realize government functions, such as macro-control and policy guidance, in the traditional management mode of government investment projects, there are serious phenomena such as low investment benefit, low management benefit, low engineering benefit, etc. Even to a certain extent, there are over-batch estimate, over-construction scale, over-construction standard "three super" problem. The emergence of these phenomena and problems is mainly due to the long time under the planned economy system our country government function localization is not correct, the management scope is too wide and so on. In order to ensure the efficient use of state financial budget funds and to effectively improve the level of efficiency of investment, management and engineering, the State Council has proposed to reform the investment system. In particular, it is pointed out that for non-operating government investment projects, we must speed up the implementation of "agent system". It is hoped that the present situation of low investment benefit and low engineering management level can be really improved by introducing specialized third party engineering management institutions. After more than 20 years of practical operation, the "agent system" has been recognized by most government departments in the country, and the "agent system" management mode has been implemented in the process of organizing and constructing non-profit-making government investment projects. Has become the consensus of government departments at all levels. The national strategic material reserve project is a project which is invested directly by the central budget to store the storage facilities of the national strategic materials. It is generally approved and approved by the National Development and Reform Commission. It is a typical non-commercial government investment project. At present, the national strategic material reserve project still follows the traditional management mode in the process of organizing and implementing, the project construction lags behind the time limit plan, and the management operation efficiency is traditional and inefficient. The outstanding problems in traditional engineering management mode such as high investment cost and low benefit are common. Under the framework of the current national laws and regulations, it is necessary to introduce the agent system in the national strategic material reserve project, which is a non-profit-making government investment project, in order to improve the project management level and improve the management efficiency. This paper has studied and combed the domestic literature and basic theories on agency construction and foreign public works project management, and has successively carried out field research in Inner Mongolia, Shanxi, Hubei and Guangdong. This paper summarizes and analyzes the problems existing in the project management of the national strategic material reserve project. On this basis, the paper puts forward the general idea of the project management mode design of the national strategic material reserve engineering agent system, as well as the project management system, the project management organization and the project management evaluation system optimization suggestions, combined with the actual situation, Starting with the implementation process of the national strategic material reserve engineering agent system model, the paper clarifies the construction plan of the project construction management center, the construction plan of the engineering project department and the selection process of the agent construction unit. In addition, the paper analyzes the risk of implementing the agent construction project management mode in the national strategic material reserve project, and puts forward the establishment of the national strategic material reserve project agent construction market access system and the strengthening of supervision over the bidding behavior. Control the relative independence of participating units, give full play to the role of supervision of grass-roots warehouses, establish a scientific and reasonable evaluation system and other risk prevention measures.
