LPS市綜合管廊項(xiàng)目PPP融資風(fēng)險(xiǎn)管理研究

【摘要】：隨著我國經(jīng)濟(jì)的發(fā)展,居民收入水平的提高,城市居民逐漸追求更高的生活質(zhì)量,對(duì)城市基礎(chǔ)設(shè)施的要求越來越高。綜合管廊這一設(shè)施不僅能夠?qū)崿F(xiàn)市政管線的高度集約化,利用地下空間、節(jié)約土地資源,同時(shí)能夠改善城市環(huán)境,易于后期管線維護(hù)檢測(cè)工作的開展,因此越來越受到政府部門的認(rèn)同和青睞。2015年8月國務(wù)院辦公廳下發(fā)文件,明確要求全國各主要城市開始部署推進(jìn)城市綜合管廊的建設(shè)工作,綜合管廊在我國呈現(xiàn)快速發(fā)展的局面。由于建設(shè)綜合管廊需要大量的資金,而地方政府的財(cái)政能力有限,無法彌補(bǔ)綜合管廊項(xiàng)目建設(shè)的龐大資金缺口,政府大力推廣PPP模式吸引社會(huì)資本來解決上述問題。這種模式不僅可以彌補(bǔ)基礎(chǔ)設(shè)施建設(shè)的資金缺口,還能有效促進(jìn)政府職能轉(zhuǎn)變、提高基礎(chǔ)設(shè)施服務(wù)的質(zhì)量和效率。但PPP項(xiàng)目動(dòng)輒數(shù)十億的投資,涉及到政府、社會(huì)資本方、金融機(jī)構(gòu)、社會(huì)公眾等多個(gè)利益相關(guān)方,實(shí)務(wù)操作中將面臨巨大的風(fēng)險(xiǎn)。一旦因融資問題致使項(xiàng)目資金鏈斷裂,將對(duì)項(xiàng)目造成重大影響,甚至直接造成項(xiàng)目"破產(chǎn)"失敗。而能否有效的對(duì)項(xiàng)目融資風(fēng)險(xiǎn)進(jìn)行管理是項(xiàng)目成功融資的關(guān)鍵,因此探討PPP項(xiàng)目融資風(fēng)險(xiǎn)管理問題成為研究運(yùn)用PPP模式的重要課題之一。本文在其他學(xué)者文獻(xiàn)研究總結(jié)的基礎(chǔ)上,對(duì)LPS綜合管廊PPP項(xiàng)目的融資風(fēng)險(xiǎn)管理過程進(jìn)行了比較細(xì)致的研究,主要內(nèi)容分為:一是緒論,主要介紹本文的研究背景、意義以及國內(nèi)外研究情況。二是相關(guān)概念與理論基礎(chǔ),主要對(duì)項(xiàng)目融資的含義、類型以及PPP模式優(yōu)勢(shì)與運(yùn)作方式進(jìn)行了闡述,并介紹了項(xiàng)目的融資風(fēng)險(xiǎn)管理理論的內(nèi)容。三是LPS市綜合管廊項(xiàng)目PPP融資風(fēng)險(xiǎn)管理現(xiàn)狀及成效,主要介紹該項(xiàng)目的基本概況以及運(yùn)作模式,并從風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)應(yīng)對(duì)三個(gè)方面對(duì)其可能面對(duì)的風(fēng)險(xiǎn)進(jìn)行管控,最后簡(jiǎn)述融資風(fēng)險(xiǎn)管理工作目前取得的成效。四是LPS市綜合管廊項(xiàng)目融資風(fēng)險(xiǎn)管理的啟示,主要是根據(jù)LPS市綜合管廊項(xiàng)目融資風(fēng)險(xiǎn)管理過程,得出可以向其他PPP項(xiàng)目推廣或借鑒的啟示。五是結(jié)論與展望,主要是針對(duì)前文的研究過程以及結(jié)果作出總結(jié),得出自己的研究結(jié)論,并指出自身論文可能存在的不足。在研究過程中,通過對(duì)該P(yáng)PP項(xiàng)目的融資風(fēng)險(xiǎn)管理過程進(jìn)行分析,對(duì)我國PPP模式在基礎(chǔ)設(shè)施項(xiàng)目中運(yùn)用具有重要意義。理論上,進(jìn)一步豐富了PPP項(xiàng)目融資風(fēng)險(xiǎn)管理理論。實(shí)踐上,通過對(duì)LPS市綜合管廊PPP項(xiàng)目進(jìn)行分析,為PPP模式下的綜合管廊項(xiàng)目提供一個(gè)融資風(fēng)險(xiǎn)管理的有效框架。同時(shí)也可以為國內(nèi)其他即將采購或執(zhí)行的綜合管廊PPP項(xiàng)目中的社會(huì)投資方關(guān)于如何對(duì)待項(xiàng)目存在的風(fēng)險(xiǎn)提供應(yīng)對(duì)方法,從而有利于PPP模式在基礎(chǔ)設(shè)施行業(yè)中的推廣與應(yīng)用。
[Abstract]:With the development of our economy and the improvement of income level, urban residents are gradually pursuing higher quality of life and higher demands on urban infrastructure. The comprehensive pipe gallery can not only realize the highly intensive municipal pipeline, use underground space, save land resources, but also improve the urban environment, and be easy to carry out the pipeline maintenance and inspection work in the later stage. As a result, it is increasingly recognized and favored by government departments. In August 2015, the General Office of the State Council issued a document explicitly demanding that major cities throughout the country begin to deploy and promote the construction of urban integrated management corridors. Comprehensive pipe gallery in our country presents the situation of rapid development. Because the construction of integrated management corridor needs a lot of funds, and the local government's financial capacity is limited, it can not make up for the huge fund gap of the construction of integrated pipe corridor project, so the government vigorously promotes the PPP model to attract social capital to solve the above problems. This model can not only make up for the financing gap of infrastructure construction, but also effectively promote the transformation of government functions and improve the quality and efficiency of infrastructure services. However, PPP projects are often invested in billions of dollars, involving the government, social capital, financial institutions, the public and other stakeholders, the practical operation will face huge risks. Once the financing problem leads to the breakage of the project capital chain, it will have a significant impact on the project, and even directly cause the failure of the project "bankruptcy". Whether the project financing risk can be effectively managed is the key to the successful project financing. Therefore, it is one of the important topics to study and apply the PPP model to discuss the PPP project financing risk management. Based on the research of other scholars, this paper makes a detailed study on the financing risk management process of LPS integrated plumbing PPP project. The main contents are as follows: first, introduction, mainly introduces the research background of this paper. Significance and research situation at home and abroad. The second is related concepts and theoretical basis, mainly on the meaning of project financing, types, PPP mode advantages and operational mode, and introduced the project financing risk management theory. The third is the current situation and effect of PPP financing risk management in LPS city. It mainly introduces the basic situation and operation mode of the project, and controls the risks it may face from three aspects: risk identification, risk assessment and risk response. At last, the paper briefly introduces the effect of financing risk management. The fourth is the inspiration of LPS-IPL project financing risk management, mainly according to the LPS-IPL project financing risk management process, can be extended to other PPP projects or draw lessons. The fifth is the conclusion and prospect, which is mainly based on the previous research process and results to make a summary, draw their own research conclusions, and point out the possible shortcomings of their own papers. In the course of the research, it is of great significance to apply the PPP model in infrastructure projects through the analysis of the financing risk management process of the PPP project. Theoretically, it further enriches the theory of PPP project financing risk management. In practice, through the analysis of the PPP project in LPS city, it provides an effective framework for the financing risk management of the integrated plumbing corridor project under the PPP model. At the same time, it can also provide a way for the social investors to deal with the risks of the PPP project which is about to be purchased or executed in China, which is beneficial to the promotion and application of the PPP model in the infrastructure industry.
