安徽省Q縣小作坊食品安全治理研究

【摘要】:近年來(lái),食品安全問(wèn)題日益顯著,并成為社會(huì)各界關(guān)注焦點(diǎn)和各級(jí)政府工作的重點(diǎn)。小作坊是國(guó)內(nèi)一種普遍的食品加工形式,風(fēng)險(xiǎn)防控工作十分重要。本文選取《安徽省Q縣小作坊食品安全治理問(wèn)題研究》作為論題,希望為規(guī)范小作坊標(biāo)準(zhǔn)、探尋更具操作性的治理模式提供支持。2014年,Q縣部分食品監(jiān)管機(jī)構(gòu)進(jìn)行重組改革,原工商行政管理局、質(zhì)量技術(shù)監(jiān)督管理局、食品和藥品監(jiān)督管理局合并建成市場(chǎng)監(jiān)督管理局。小作坊監(jiān)管主體發(fā)生改變,證照辦理流程、監(jiān)管方式等也發(fā)生一定程度的改變。三年來(lái),Q縣小作坊的數(shù)量和種類(lèi)均有提升。隨著2015年新《中華人民共和國(guó)食品安全法》的頒布實(shí)施,小作坊治理顯得更為緊迫和必要。論文從多元治理視角出發(fā),從政府、社會(huì)、作坊三方面影響因素,分析安徽省Q縣小作坊食品安全治理問(wèn)題和對(duì)策。作者通過(guò)查閱Q縣小作坊日常監(jiān)管資料和行政處罰處罰案卷,實(shí)地走訪糧油、糕點(diǎn)等主要種類(lèi)小作坊,對(duì)執(zhí)法者和消費(fèi)者發(fā)放調(diào)查問(wèn)卷等方式,匯總了大量素材。在分析監(jiān)管系統(tǒng)現(xiàn)狀和治理工作開(kāi)展情況基礎(chǔ)上,作者梳理出Q縣小作坊食品安全治理表現(xiàn)出的治理主體單一、監(jiān)管存在盲區(qū)、監(jiān)管工作保障不足、一線監(jiān)管矛盾多、治理成效不理想等問(wèn)題,結(jié)合治理理論和國(guó)內(nèi)外研究,總結(jié)出治理理念陳舊、規(guī)章制度不健全、治理機(jī)制不完善、績(jī)效考核不科學(xué)的成因。針對(duì)問(wèn)題和成因,提出Q縣小作坊食品安全治理的優(yōu)化對(duì)策:提升治理理念、健全規(guī)章制度、完善治理機(jī)制、優(yōu)化績(jī)效考核。
[Abstract]:In recent years, the problem of food safety has become increasingly prominent, and has become the focus of attention and government work at all levels. Small workshop is a common food processing form in China, risk prevention and control work is very important. In this paper, a study on food safety governance in small workshops in Q County of Anhui Province is selected as the topic, in the hope of providing support for standardizing the standards of small workshops and exploring a more operable governance model. In 2014, some food regulatory agencies in Qi-Q County were reorganized and reformed. The former Administration for Industry and Commerce, the quality and Technology Administration, and the Food and Drug Administration merged into the Market Administration. Small workshop regulatory body changes, licensing procedures, regulatory methods and so on have also changed to a certain extent. In the past three years, the number and types of small workshops in Q County have increased. With the promulgation and implementation of the new Food Safety Law of the people's Republic of China in 2015, the administration of small workshops is more urgent and necessary. From the perspective of multiple governance, this paper analyzes the problems and countermeasures of food safety management in small workshops in Q County, Anhui Province, from the three influencing factors of government, society and workshop. The author collected a large amount of materials by consulting the daily supervision data and administrative punishment files of small workshops in Q County, visiting the main kinds of small workshops such as grain, oil and cakes, and issuing questionnaires to law enforcers and consumers. Based on the analysis of the present situation of the supervision system and the development of the governance work, the author combs out that the food safety management of the small workshop in Q County shows a single main body of governance, there are blind areas in the supervision, the supervision work is insufficient, and there are many contradictions in the front line supervision. Combined with the theory of governance and domestic and foreign studies, the causes of the outdated governance concept, imperfect rules and regulations, imperfect governance mechanism and unscientific performance appraisal are summarized. In view of the problems and causes, this paper puts forward the optimization countermeasures of food safety management in small workshops in Q County: to promote the concept of governance, to perfect the rules and regulations, to perfect the governance mechanism, and to optimize the performance appraisal.
