【摘要】：棚戶區(qū)的存在大大降低了居民的生活質(zhì)量,嚴(yán)重違背了我國(guó)“以人為本”的科學(xué)發(fā)展觀。因此,自2006年以來(lái),我國(guó)就開始著力推進(jìn)棚戶區(qū)改造這一項(xiàng)民生工程。朔州市是我國(guó)新型的以煤電為主導(dǎo)的能源重化工基地,是山西省重要的工業(yè)城市,在發(fā)展中形成了大量的棚戶區(qū)。在國(guó)家相關(guān)政策的推動(dòng)下,朔州市政府在2008年拉開了棚戶區(qū)改造工作的序幕。隨著改造進(jìn)程的不斷推進(jìn),大批的棚戶區(qū)居民的居住問(wèn)題得到了解決。通過(guò)八年的努力,朔州市棚戶區(qū)改造工作有了突破性進(jìn)展,其績(jī)效水平也在不斷提高,但在改造工作中仍存在許多不足。本文依據(jù)前期大量數(shù)據(jù)資料的收集與整理,首先介紹了朔州市棚戶區(qū)改造前的基本狀況;對(duì)朔州市棚戶區(qū)改造相關(guān)政策進(jìn)行梳理;闡述了朔州市棚戶區(qū)改造的具體做法;并對(duì)2008年—2015年朔州市棚戶區(qū)改造的開工建設(shè)、竣工建成、投資情況進(jìn)行了分析;再?gòu)膬蓚�(gè)角度對(duì)朔州市棚戶區(qū)改造工作進(jìn)行了全面的績(jī)效評(píng)估:先是從制度保障、資金投入、建設(shè)力度、受益程度四個(gè)方面制定了科學(xué)的指標(biāo)體系,將制度保障中的四個(gè)定性指標(biāo)運(yùn)用綜合評(píng)分法進(jìn)行打分予以量化,運(yùn)用熵值法對(duì)各指標(biāo)數(shù)據(jù)進(jìn)行了標(biāo)準(zhǔn)化處理,計(jì)算出各個(gè)指標(biāo)的權(quán)重,從而得出2008—2015年各指標(biāo)層以及綜合得分并對(duì)其進(jìn)行了分析;然后運(yùn)用了問(wèn)卷調(diào)查法,基于棚戶區(qū)居民的滿意度對(duì)朔州市棚戶區(qū)改造予以績(jī)效評(píng)價(jià)。評(píng)估結(jié)果顯示,朔州市棚戶區(qū)改造工作在不斷推進(jìn),取得了一定的成效。2008年—2015年綜合得分呈現(xiàn)整體上升趨勢(shì),棚戶區(qū)居民對(duì)改造工作基本滿意。但是,仍然存在制度保障不健全、缺乏資金、工程質(zhì)量不過(guò)關(guān)、物業(yè)管理混亂等問(wèn)題。因此,本文結(jié)合朔州市的實(shí)際情況,提出了多項(xiàng)促進(jìn)朔州市棚戶區(qū)改造工作的建議,如制定合理政策、加強(qiáng)監(jiān)管、加大資金投入、鼓勵(lì)民眾參與、加強(qiáng)居民入住后的管理等,為今后朔州市棚戶區(qū)改造工作以及績(jī)效評(píng)價(jià)提供一些合理的借鑒。
[Abstract]:The existence of shantytown has greatly reduced the quality of life of the residents, and seriously violated the scientific development view of "people-oriented" in our country. Therefore, since 2006, our country began to push forward shantytown reconstruction this one people's livelihood project. Shuozhou City is a new type of energy and chemical industry base dominated by coal and electricity in our country. It is an important industrial city in Shanxi Province and has formed a large number of shantytowns in the process of development. In the promotion of relevant national policies, Shuozhou City government in 2008 began the renovation of shantytowns prelude. With the continuous advancement of the reconstruction process, a large number of shantytown residents' housing problems have been solved. Through eight years of efforts, Shuozhou City shantytown reconstruction work has made a breakthrough, its performance level is also constantly improving, but there are still many shortcomings in the renovation work. Based on the collection and arrangement of a large amount of data, this paper firstly introduces the basic situation of Shuozhou shantytown before the transformation, combs the relevant policies of Shuozhou shantytown reconstruction, and expounds the concrete methods of Shuozhou shantytown reconstruction. And the construction of Shuozhou shantytown reconstruction from 2008 to 2015, the completion of the construction, the investment situation has been analyzed, and the comprehensive performance evaluation of Shuozhou shantytown reconstruction work from two angles: first, from the system protection, capital investment, The scientific index system is established in four aspects of construction strength and benefit degree. The four qualitative indexes in the system guarantee are quantified by comprehensive scoring method, and each index data is standardized treated by entropy method. The weight of each index is calculated, and the index layer and comprehensive score of 2008-2015 are obtained and analyzed. Then, based on the satisfaction degree of residents in shantytown, the paper evaluates the performance of shantytown reconstruction in Shuozhou city. The evaluation results show that the renovation of shanty towns in Shuozhou City is advancing continuously and has achieved certain results. The comprehensive scores of Shuozhou City from 2008 to 2015 show an overall upward trend, and the residents of shanty towns are basically satisfied with the renovation work. However, there are still some problems, such as imperfect system protection, lack of funds, project quality, property management confusion and so on. Therefore, according to the actual situation of Shuozhou City, this paper puts forward a number of suggestions to promote the transformation of shantytown in Shuozhou City, such as formulating reasonable policies, strengthening supervision, increasing capital investment, encouraging people to participate, strengthening the management of residents after moving in, and so on. For the future Shuozhou shantytown reconstruction and performance evaluation to provide some reasonable reference.
