【摘要】：面對當下快速發(fā)展的市場經(jīng)濟、日趨嚴峻的老齡化形勢、難以為繼的養(yǎng)老金支付壓力,早過耳順之年的退休制度已經(jīng)凸顯諸多弊端。而諸如男女退休年齡差別較大、退休年齡一刀切、不合理的提前退休現(xiàn)象更是加劇了制度內(nèi)的不公平程度。彈性退休制度作為一種公共政策選擇,科學分析其必要性和可行性,對于更加精準把握退休制度改革方向,認清退休制度改革的主要矛盾和關鍵問題,制定符合當前國內(nèi)經(jīng)濟社會發(fā)展需要和促進公平正義的退休制度,具有重要的理論意義和現(xiàn)實價值。本研究除緒論外共分為五章。以退休制度的核心要素——退休年齡為主要研究對象,第一章從分析退休制度改革的公共政策背景切入,通過制度演變分析、價值分析、矛盾分析,解釋退休制度改革的必要、方向和方法,繼而引出漸進式退休和彈性退休的政策理念;第二章通過比較二者間的關系和闡述相關基礎理論,提出彈性退休制度應作為一項公共政策選擇;第三章進一步通過多源流分析目前彈性退休"政策之窗"未能開啟的現(xiàn)實約束和未來可能;第四章研究國外彈性退休制度改革實踐,分析可供借鑒的經(jīng)驗;第五章提出開啟我國彈性退休"政策之窗"的對策建議。
[Abstract]:In the face of the rapid development of the market economy, the increasingly austere aging situation, unsustainable pension payment pressure, the early retirement system has highlighted many drawbacks. But for example, the difference between male and female retirement age is big, the retirement age is cut across the board, the unreasonable phenomenon of early retirement exacerbates the unfair degree within the system. As a kind of public policy choice, flexible retirement system should be scientifically analyzed for its necessity and feasibility, in order to grasp the direction of reform of retirement system more accurately, and to recognize the main contradictions and key problems in the reform of retirement system. It is of great theoretical significance and practical value to formulate a retirement system that meets the needs of current domestic economic and social development and promotes fairness and justice. This study is divided into five chapters except the introduction. Taking the core element of the retirement system-retirement age as the main research object, the first chapter analyzes the background of the public policy of the retirement system reform, and explains the necessity of the retirement system reform through system evolution analysis, value analysis and contradiction analysis. The second chapter proposes that the flexible retirement system should be regarded as a public policy choice by comparing the relationship between the two and expounding the relevant basic theories. The third chapter further analyzes the practical constraints and the possibility of the future that the "window of policy" of flexible retirement can not be opened at present through the multi-source analysis, the fourth chapter studies the practice of foreign flexible retirement system reform, and analyzes the experience that can be used for reference. The fifth chapter puts forward the countermeasures and suggestions to open the policy window of flexible retirement in China.
