【摘要】:保障房建設(shè)是當(dāng)今保障中低收入社會成員“住有所居”和發(fā)展社會民生事業(yè)的一項基礎(chǔ)性工作,有利于緩解“房價收入比”較高群體的購房和租房壓力,并為當(dāng)?shù)亟?jīng)濟(jì)社會的和諧發(fā)展注入活力。近年來,淮安市不斷完善住房保障體系以解決城鎮(zhèn)中低收入群體的住房困難,尤其是“共有產(chǎn)權(quán)”保障房政策的實(shí)施,不僅較好地解決了住房困難人群的后顧之憂,而且促進(jìn)了當(dāng)?shù)爻擎?zhèn)化水平的提高。然而,淮安市共有產(chǎn)權(quán)保障房政策并不是盡善盡美的,對淮安市共有產(chǎn)權(quán)保障房政策實(shí)施效果進(jìn)行評估,有利于發(fā)現(xiàn)其政策本身的不足及實(shí)施過程中的難點(diǎn),進(jìn)而對其完善具有重大促進(jìn)作用。本文采用了文獻(xiàn)資料法、實(shí)踐調(diào)查法、定性和定量相結(jié)合的方法對淮安市共有產(chǎn)權(quán)保障房政策的實(shí)施效果進(jìn)行研究。本文開頭是緒論部分,提出了共有產(chǎn)權(quán)保障房政策效果評估的背景、意義、國內(nèi)外研究動態(tài),同時介紹了本文的研究思路、研究方法、創(chuàng)新點(diǎn)等。緊接著是理論方法部分,界定了共有產(chǎn)權(quán)保障房的相關(guān)概念,闡述了共有產(chǎn)權(quán)保障房的理論基礎(chǔ)和政策效果評估的方法。接下來闡述了淮安市共有產(chǎn)權(quán)保障房政策的基本狀況,介紹了淮安市共有產(chǎn)權(quán)保障房政策的演變歷程和實(shí)施狀況,分析了淮安市共有產(chǎn)權(quán)保障房的進(jìn)入和退出機(jī)制、產(chǎn)權(quán)劃分和權(quán)益分配等。然后以調(diào)查問卷和訪談的形式對淮安市共有產(chǎn)權(quán)保障房住戶的居住滿意度及相關(guān)政策需求情況進(jìn)行了了解分析。合理選取鄧恩的政策評估標(biāo)準(zhǔn)中的效果、公平性、回應(yīng)性的三個標(biāo)準(zhǔn),作為評估淮安市共有產(chǎn)權(quán)保障房政策實(shí)施效果的要素,并結(jié)合淮安市共有產(chǎn)權(quán)保障房現(xiàn)狀,對其實(shí)施的效果與公平性進(jìn)行定性和定量評價,運(yùn)用綜合模糊評價法定量研究了淮安市共有產(chǎn)權(quán)保障房的住戶滿意度。研究認(rèn)為,淮安共有產(chǎn)權(quán)住房模式具有公平性與效率性,滿足了中低收入人員等夾心層群體的住房需求,住戶回應(yīng)性達(dá)到基本滿意程度。之后針對淮安市共有產(chǎn)權(quán)保障房政策效果的不足進(jìn)行原因分析,進(jìn)而提出了它的完善對策。研究認(rèn)為,淮安市首先應(yīng)該加強(qiáng)共有產(chǎn)權(quán)保障房的配套政策設(shè)計,如在法律保障、融資渠道、土地供應(yīng)、組織管理等方面對共有產(chǎn)權(quán)保障房進(jìn)行加強(qiáng)完善;其次應(yīng)在共有產(chǎn)權(quán)保障房的進(jìn)入和退出管理、物業(yè)管理、產(chǎn)權(quán)收益管理、回購風(fēng)險管理等方面完善共有產(chǎn)權(quán)保障房的運(yùn)行管理機(jī)制,并對相關(guān)政策內(nèi)容加以細(xì)化;同時應(yīng)優(yōu)化共有產(chǎn)權(quán)保障房政策效果的評估環(huán)境以推動政策的改進(jìn)完善,如建立獨(dú)立的政策評估機(jī)構(gòu)、完善共有產(chǎn)權(quán)保障房政策評估信息系統(tǒng)、完善共有產(chǎn)權(quán)保障房政策評估體系、實(shí)現(xiàn)共有產(chǎn)權(quán)保障房政策效果評估的制度化。最后是結(jié)論部分,對前文進(jìn)行歸納總結(jié)。
[Abstract]:The construction of indemnificatory apartment is a basic work to protect the members of the low- and middle-income society from living and living, and to develop the cause of social livelihood. It is helpful to alleviate the pressure of buying and renting houses in the group with higher ratio of house price to income. And for the harmonious development of local economy and society inject vitality. In recent years, the housing security system in Huai'an City has been improved to solve the housing difficulties of the low- and middle-income groups in cities and towns, especially the implementation of the indemnificatory apartment policy of "common property rights", which not only solves the worries of the people with housing difficulties. Moreover, it promotes the improvement of the local urbanization level. However, the indemnificatory apartment policy of common property right in Huai'an City is not perfect. To evaluate the effect of indemnificatory apartment policy in Huai'an City is helpful to find out the shortcomings of the policy itself and the difficulties in the process of implementation. Furthermore, it has a great promoting effect on its perfection. This paper studies the effect of the indemnificatory apartment policy of common property right in Huaian City by the methods of literature, practice, qualitative and quantitative analysis. At the beginning of this paper, the background, significance, domestic and international research trends of the effect evaluation of the indemnificatory apartment policy of common property rights are put forward. At the same time, the research ideas, research methods and innovation points of this paper are introduced. Then there is the theoretical method part, which defines the related concepts of indemnificatory apartment, expounds the theoretical basis of indemnificatory apartment and the evaluation method of policy effect. Then, it expounds the basic situation of the indemnificatory apartment policy, introduces the evolution and implementation of the indemnificatory apartment policy, and analyzes the entry and exit mechanism of indemnificatory apartment. Division of property rights and distribution of rights and interests, etc. Then, by questionnaire and interview, the author analyzes the residential satisfaction and related policy needs of indemnificatory apartment households with common property rights in Huaian city. Three criteria of effectiveness, fairness and responsiveness in Dunn's policy evaluation criteria are reasonably selected as the elements to evaluate the effect of indemnificatory apartment policy implementation in Huai'an, and combined with the present situation of indemnificatory apartment in Huai'an. The qualitative and quantitative evaluation of its effect and fairness is carried out, and the household satisfaction degree of indemnificatory apartment in Huai'an city is studied by comprehensive fuzzy evaluation method. The research shows that the housing model of Huai'an shared property right has fairness and efficiency, and meets the housing needs of middle and low income people and so on, and the responsiveness of households is basically satisfactory. Then it analyzes the reasons for the deficiency of indemnificatory apartment policy in Huaian, and then puts forward its perfect countermeasures. It is concluded that Huaian City should first strengthen the policy design of mutual property right indemnificatory apartment, such as legal guarantee, financing channel, land supply, organization and management, and so on. Secondly, we should perfect the operation and management mechanism of common property right indemnificatory apartment in the aspects of entry and exit management, property right income management, repurchase risk management and so on, and refine the relevant policy contents. At the same time, we should optimize the evaluation environment of the indemnificatory apartment policy effect, so as to promote the improvement and perfection of the policy, such as the establishment of an independent policy evaluation institution and the improvement of the indemnificatory apartment policy evaluation information system. Improve the indemnificatory apartment policy evaluation system and institutionalize the evaluation of indemnificatory apartment policy effect. Finally is the conclusion part, carries on the summary to the preceding article.
