鄂爾多斯市特種設(shè)備檢驗(yàn)所發(fā)展戰(zhàn)略研究

【摘要】:隨著質(zhì)監(jiān)系統(tǒng)事業(yè)單位改革的進(jìn)一步深化,鄂爾多斯市特種設(shè)備檢驗(yàn)所轉(zhuǎn)企改制進(jìn)入市場(chǎng)面臨各種挑戰(zhàn)己成為必然趨勢(shì)。當(dāng)前的事業(yè)單位管理理念己不能適應(yīng)今后的發(fā)展要求,亟需為其構(gòu)建適合特種設(shè)備檢驗(yàn)檢測(cè)市場(chǎng)化需求且能夠最終施行的發(fā)展戰(zhàn)略。本文首先對(duì)發(fā)展戰(zhàn)略以及特種設(shè)備相關(guān)的概念和理論進(jìn)行了闡述,然后選擇鄂爾多斯市特種設(shè)備檢驗(yàn)所為研究樣本,運(yùn)用發(fā)展戰(zhàn)略理論,分析了鄂爾多斯市特種設(shè)備檢驗(yàn)所的外部環(huán)境和內(nèi)部環(huán)境,列出了其具有的優(yōu)勢(shì)和劣勢(shì),以及面臨的機(jī)會(huì)和威脅,使用SWOT分析法,對(duì)鄂爾多斯市特種設(shè)備檢驗(yàn)所的發(fā)展戰(zhàn)略進(jìn)行了系統(tǒng)的分析研究,提出了鄂爾多斯市特種設(shè)備檢驗(yàn)所的發(fā)展戰(zhàn)略定位、戰(zhàn)略指導(dǎo)原則、發(fā)展戰(zhàn)略目標(biāo),并選擇市場(chǎng)滲透戰(zhàn)略作為未來(lái)的主要發(fā)展戰(zhàn)略。然后對(duì)鄂爾多斯市特種設(shè)備檢驗(yàn)所的市場(chǎng)滲透戰(zhàn)略進(jìn)行了詳細(xì)的規(guī)劃,分析了鄂爾多斯市特種設(shè)備檢驗(yàn)所市場(chǎng)滲透戰(zhàn)略的動(dòng)因,在當(dāng)前環(huán)境下實(shí)施市場(chǎng)滲透戰(zhàn)略的有利條件,提出了鄂爾多斯市特種設(shè)備檢驗(yàn)所實(shí)施滲透戰(zhàn)略的風(fēng)險(xiǎn)和對(duì)策,指出了實(shí)施市場(chǎng)滲透戰(zhàn)略的具體方式。最后,本文還提出了發(fā)展戰(zhàn)略的保障措施:優(yōu)化組織結(jié)構(gòu)、樹(shù)立服務(wù)意識(shí)、塑造企業(yè)文化、打造一流品牌、增強(qiáng)技術(shù)創(chuàng)新能力以及加強(qiáng)人力資源建設(shè)。通過(guò)這一系列強(qiáng)有力的保障措施,可以保證鄂爾多斯市特種設(shè)備檢驗(yàn)所市場(chǎng)滲透戰(zhàn)略的有效實(shí)施。在特種設(shè)備檢驗(yàn)檢測(cè)市場(chǎng)化繼續(xù)深入以及事業(yè)單位改革繼續(xù)推進(jìn)的大環(huán)境中,結(jié)合實(shí)踐為基層特種設(shè)備檢驗(yàn)檢測(cè)單位提出發(fā)展戰(zhàn)略并做出規(guī)劃,可以給鄂爾多斯市特種設(shè)備檢驗(yàn)所提供參考價(jià)值。本文也能夠給市場(chǎng)化改革新形勢(shì)下的地方質(zhì)量檢驗(yàn)檢測(cè)單位如何搶抓發(fā)展機(jī)會(huì),發(fā)掘自身發(fā)展優(yōu)勢(shì),規(guī)避自身劣勢(shì),最終找到適合自己的發(fā)展道路,提供可參考的發(fā)展方向和戰(zhàn)略規(guī)劃。
[Abstract]:With the deepening of the reform of the institution of quality supervision system, it has become an inevitable trend to transform the enterprises of the Ordos Special equipment Inspection Institute into the market. The current management concept of public institutions can not meet the requirements of future development, and it is urgent to construct a development strategy suitable for the market demand of special equipment inspection and testing and finally implement the development strategy. In this paper, the development strategy and the related concepts and theories of special equipment are expounded, and then the research sample of special equipment inspection in Ordos is selected, and the development strategy theory is used. This paper analyzes the external and internal environment of the Ordos Special equipment Inspection Institute, lists its advantages and disadvantages, as well as the opportunities and threats it faces, and uses SWOT analysis method. This paper makes a systematic analysis and study on the development strategy of the Ordos Special equipment Inspection Institute, and puts forward the development strategy orientation, strategic guiding principles and development strategic objectives of the Ordos Special equipment Inspection Institute. And select the market penetration strategy as the main development strategy in the future. Then, the market penetration strategy of Ordos Special equipment Inspection Institute is planned in detail, the motivation of market penetration strategy is analyzed, and the favorable conditions of market penetration strategy under the current environment are analyzed. The paper puts forward the risk and countermeasures of implementing penetration strategy in Ordos Special equipment Inspection Institute, and points out the concrete ways of implementing market penetration strategy. Finally, this paper puts forward the safeguard measures of the development strategy: optimize the organization structure, establish the service consciousness, mold the enterprise culture, build the first-class brand, strengthen the technological innovation ability and strengthen the construction of human resources. Through this series of strong safeguard measures, we can ensure the effective implementation of the market penetration strategy of Ordos Special equipment Inspection Institute. In the general environment where the marketization of inspection and inspection of special equipment continues to deepen and the reform of public institutions continues to advance, combined with practice, it puts forward a development strategy and makes a plan for the inspection and testing units of special equipment at the grass-roots level. It can provide reference value for Ordos Special equipment Inspection Institute. This article can also give local quality inspection and testing units under the new situation of market-oriented reform how to seize the development opportunities, explore their own development advantages, avoid their own weaknesses, and finally find a suitable development path. Provide the development direction and strategic plan for reference.
