【摘要】：本文旨在系統(tǒng)梳理市場設(shè)計的內(nèi)涵、外延與核心算法,界定市場設(shè)計與機制設(shè)計的概念邊界,分析該理論移植到我國的適用性并進行算法改良。作者提出:政府做"小"并不一定等于市場做"大",政府去行政化后退出的"領(lǐng)域"并不等于市場就會自動地成長和繁榮起來,由于存在名義粘性,價格機制的自動調(diào)節(jié)無法迅速實現(xiàn)市場出清。也就是說,市場要對資源配置起決定性作用需要一種機制,需要一定條件,需要一個平臺,需要理順政府與市場的關(guān)系,由政府牽頭設(shè)計和營造市場平臺,以市場平臺促進各利益主體按照自愿原則達成交易,通過雙邊匹配的市場設(shè)計,給予市場穩(wěn)定配對的交易規(guī)則,優(yōu)化資源配置,降低交易成本,重構(gòu)信息結(jié)構(gòu),刺激有效需求,擴大市場供給,走一條以常態(tài)化機制驅(qū)動供給側(cè)結(jié)構(gòu)性改革的新路子。
[Abstract]:The purpose of this paper is to systematically comb the connotation, extension and core algorithm of market design, define the conceptual boundary of market design and mechanism design, analyze the applicability of the theory transplanted to our country and improve the algorithm. The author points out that "small government" does not necessarily mean "big" market. The "field" that the government withdrew from the administration does not mean that the market will automatically grow up and prosper, due to the existence of nominal stickiness. The automatic regulation of price mechanism can not realize market clearing quickly. That is to say, if the market is to play a decisive role in the allocation of resources, it needs a mechanism, certain conditions, a platform, a clear relationship between the government and the market, and the government should take the lead in designing and building the market platform. The market platform is used to promote the various stakeholders to reach transactions according to the voluntary principle, to give the market stable matching transaction rules through bilateral matching market design, to optimize the allocation of resources, to reduce transaction costs, to restructure the information structure, and to stimulate effective demand. Expand market supply and take a new path of drive supply-side structural reform with normal mechanism.
