【摘要】：我國鐵路建設一直面臨著融資渠道相對單一、鐵路市場化水平不高、鐵路運營效率偏低的問題。本文圍繞高鐵項目融資模式創(chuàng)新中公私部門的合作伙伴關系與PPP模式的一些具體形式展開討論,并結合我國國情和多種PPP操作形式的優(yōu)缺點,提出適合我國高速鐵路發(fā)展的LBOT(租賃、建設、運營、轉(zhuǎn)移)模式。
[Abstract]:Railway construction in China has been faced with the problems of relatively single financing channel, low level of railway marketization and low efficiency of railway operation. This paper discusses the partnership between public and private sectors in the innovation of high-speed rail project financing mode and some specific forms of PPP model, and combines the advantages and disadvantages of various PPP operation forms and the national conditions of our country. The LBOT (Lease, Construction, Operation, transfer) mode suitable for the development of high speed railway in China is put forward.
