【摘要】：隨著農(nóng)村勞動力外流規(guī)模的加大,程度的加深,許多農(nóng)村地區(qū)都受到了勞動力外流帶來的負(fù)面影響。在對廣西部分農(nóng)村貧困區(qū)域調(diào)研后也發(fā)現(xiàn)了同樣問題,為了解決勞動力外流帶來的負(fù)面影響,本文展開了對勞動力流動問題的進(jìn)一步研究。本文的研究包含如下幾個(gè)方面的內(nèi)容:(1)以新遷移理論為基礎(chǔ),結(jié)合推拉理論思想,確定了研究方向,即從家庭視角來探討家庭因素對研究區(qū)域農(nóng)村勞動力外流產(chǎn)生的影響。(2)利用2016年世行扶貧項(xiàng)目調(diào)研所得的資料,總結(jié)可能影響勞動力流動家庭因素,并將其分為家庭人力資本、家庭物質(zhì)資本、家庭社會資本三大類,然后用logistics模型研究了它們對勞動力外流的影響。(3)運(yùn)用方差分析和簡單統(tǒng)計(jì)分析揭示農(nóng)村勞動力外流所帶來的負(fù)面影響。研究結(jié)果表明:該區(qū)域的農(nóng)村勞動力呈現(xiàn)出“精英”流失現(xiàn)象,由此給當(dāng)?shù)剞r(nóng)村帶來了留守問題、土地低效率利用等負(fù)面影響,并且勞動力外流并沒有像通常預(yù)期的那樣,對農(nóng)村家庭收入和農(nóng)業(yè)生產(chǎn)、投入等方面起到改善作用;在影響該區(qū)域勞動力外流的家庭因素中,家庭人力資本和家庭物質(zhì)資本發(fā)揮了重要作用,家庭社會資本的作用卻不太顯著。最后,為了解決農(nóng)村勞動力外流帶來的弊端,提出了關(guān)愛留守成員、促進(jìn)土地集約利用、發(fā)展現(xiàn)代農(nóng)業(yè)、增加非農(nóng)產(chǎn)業(yè)崗位等改善措施。
[Abstract]:With the increase of the scale and degree of rural labor outflow, many rural areas have been adversely affected by the outflow of labor force. In order to solve the negative effects of labor force outflow, this paper carried out a further study on the problem of labor mobility after the investigation of poverty areas in some rural areas in Guangxi. The research in this paper includes the following contents: 1) based on the new migration theory and the push-pull theory, the research direction is determined. That is, from the family perspective to explore the impact of family factors on rural labor outflow in the study region. (2) using the data obtained from the World Bank poverty alleviation project in 2016, to summarize the family factors that may affect labor mobility, and divide them into family human capital. This paper studies the influence of material capital and social capital on the outflow of labor force by means of logistics model, and reveals the negative effects of the outflow of rural labor force by means of variance analysis and simple statistical analysis. The results show that the rural labor force in the region is losing "elite", which brings about negative effects on the local rural areas, such as the problem of staying behind, the inefficient use of land and so on, and the outflow of labor force is not as usual as expected. To improve rural household income and agricultural production, inputs, etc., and to play an important role in the family factors affecting the outflow of labour in the region, such as family human capital and household material capital, The role of family social capital is not very significant. Finally, in order to solve the problems caused by the outflow of rural labor force, this paper puts forward some improvement measures, such as caring for the left-behind members, promoting intensive use of land, developing modern agriculture and increasing non-agricultural industrial posts.
