“大部制”下Z市食品安全監(jiān)管能力評價(jià)研究

【摘要】:守護(hù)食品安全、保障群眾健康,一直是各級政府的一項(xiàng)基本職責(zé)。然而眾所周知,食品安全管理因涉及到公共衛(wèi)生學(xué)、社會(huì)學(xué)、經(jīng)濟(jì)學(xué)、公共管理學(xué)、心理學(xué)等諸多學(xué)科知識,一直是困擾社會(huì)各界的現(xiàn)實(shí)難題。本文以Z地級市的食品安全監(jiān)管問題為研究對象,概述了食品安全監(jiān)管概念內(nèi)涵并回顧了我國食品安全監(jiān)管體制發(fā)展歷程,分析了“大部制”改革下我國食品安全監(jiān)管的總體狀況。首先,結(jié)合Z市市情,總結(jié)出“大部制”下Z市食品安全監(jiān)管取得的六方面成績。即:政府食品安全監(jiān)管主體責(zé)任意識有所提高;推進(jìn)了食品安全全程化監(jiān)管;完善了基層食品安全監(jiān)管工作機(jī)制;初步建立起食品安全全程追溯系統(tǒng);加強(qiáng)了食品安全財(cái)政保障支撐建設(shè);推進(jìn)了食品安全誠信體系建設(shè)。同時(shí)也應(yīng)看到Z市的食品監(jiān)管目前仍存在以下三方面核心問題,即:食品檢驗(yàn)檢測資源尚未有效整合;監(jiān)管力量相對不足;人員專業(yè)素養(yǎng)亟待加強(qiáng),培訓(xùn)宣傳開展不足。然后,研究提出“大部制”下Z市食品安全監(jiān)管的七個(gè)主要指標(biāo)。即:年度食品監(jiān)督抽樣檢查;監(jiān)管制度、標(biāo)準(zhǔn)完善、執(zhí)行情況;食品安全監(jiān)管效率指數(shù);公眾參與食品安全監(jiān)管程度;監(jiān)管行為規(guī)范;食品安全監(jiān)管人員技術(shù)支撐實(shí)力;食品安全智慧監(jiān)管,并將上述指標(biāo)分為宏觀和微觀兩大類一級指標(biāo)。接下來,針對2014-2016年度Z市食品安全監(jiān)管狀況提出相應(yīng)的年度監(jiān)管能力ANP評價(jià)模型。最后,在前述研究基礎(chǔ)上提出“大部制下”Z市食品安全監(jiān)管能力提升的如下具體對策措施。其一,加強(qiáng)食品安全法律、法規(guī)宣貫,倡導(dǎo)企業(yè)自律。其二,加大整治力度,營造良好的社會(huì)共治氛圍。其三,創(chuàng)新監(jiān)管理念,持續(xù)提升食品安全監(jiān)管能力。其四,加強(qiáng)指導(dǎo)督導(dǎo),及時(shí)開展食品安全業(yè)務(wù)培訓(xùn)、講座。其五,把住險(xiǎn)點(diǎn),定期開展專項(xiàng)整治活動(dòng)。第六,積極引導(dǎo)公眾參與,形成群防共治的良好格局。
[Abstract]:It is a basic duty of governments at all levels to protect food safety and protect the health of the masses. However, as we all know, food safety management has been a difficult problem for many subjects, such as public health, sociology, economics, public management, psychology and so on. This paper takes the food safety supervision in Z prefectural city as the research object, summarizes the connotation of the concept of food safety supervision and reviews the development course of the food safety supervision system in China. This paper analyzes the general situation of food safety supervision in China under the reform of "big department system". Firstly, according to the situation of Z city, this paper summarizes the six achievements of food safety supervision in Z city. That is, the government's awareness of the responsibility of the main body of food safety supervision has been improved; the whole process of food safety supervision has been promoted; the grass-roots food safety supervision mechanism has been improved; the food safety traceability system has been preliminarily established; Strengthened the food safety financial guarantee support construction, promoted the food safety credit system construction. At the same time, we should also see that there are still three core problems in food supervision in Z city, that is, the resources of food inspection and inspection have not yet been effectively integrated, the supervision force is relatively insufficient, the professional quality of personnel needs to be strengthened urgently, and the training and propaganda are insufficient. Then, seven main indexes of food safety supervision in Z city are put forward. That is: annual food supervision sampling inspection; Supervision system; Standard improvement; Food Safety Supervision efficiency Index; Public participation in Food Safety Supervision degree; Supervision Code of Conduct; Technical support strength of Food Safety Supervisor; Food safety intelligent supervision, and the above indicators are divided into macro-and micro-level two categories of indicators. Then, according to the situation of food safety supervision in 2014-2016, this paper puts forward the corresponding ANP evaluation model of the ability of food safety supervision. Finally, on the basis of the above research, this paper puts forward the following specific countermeasures to improve the ability of food safety supervision in Z city. First, strengthen food safety laws and regulations, advocate self-discipline. Second, strengthen the renovation efforts to create a good atmosphere of social co-governance. Third, innovate the concept of supervision and continue to improve the ability of food safety supervision. Fourth, strengthen guidance and supervision, timely food safety business training, lectures. Fifth, control the risk point, regular special rectification activities. Sixth, actively guide the public to participate in the formation of a good pattern of collective control.
