公共文化設(shè)施PPP項(xiàng)目風(fēng)險(xiǎn)分擔(dān)比例研究

【摘要】:隨著城市化的不斷發(fā)展和人民生活水平的日益提高,人民的物質(zhì)文化需求也日益增長(zhǎng)。然而一直以來,公共文化服務(wù)均有政府財(cái)政負(fù)責(zé)供給,效果并不理想。公共文化設(shè)施是公共文化服務(wù)的平臺(tái)和載體,公共文化設(shè)施采用PPP模式引進(jìn)社會(huì)資本方的參與,可以有效解決政府部門財(cái)政壓力和管理低效率問題,同時(shí)為公眾提供更多優(yōu)質(zhì)的產(chǎn)品和服務(wù)。但公共文化設(shè)施PPP項(xiàng)目有經(jīng)濟(jì)性差,風(fēng)險(xiǎn)大等特點(diǎn),對(duì)于公私部門設(shè)置合理的風(fēng)險(xiǎn)分擔(dān)比例對(duì)于項(xiàng)目成功實(shí)施意義重大。目前,關(guān)于PPP風(fēng)險(xiǎn)分擔(dān)的研究更多是從風(fēng)險(xiǎn)偏好,風(fēng)險(xiǎn)分擔(dān)成本收益等角度對(duì)風(fēng)險(xiǎn)分擔(dān)比例進(jìn)行研究。本文嘗試引入合作機(jī)制的視角,對(duì)私人部門積極努力時(shí)的整體風(fēng)險(xiǎn)分擔(dān)比例進(jìn)行研究。本文主要研究?jī)?nèi)容有:首先,基于公共文化設(shè)施PPP項(xiàng)目風(fēng)險(xiǎn)的成因和特點(diǎn),對(duì)公共文化設(shè)施PPP項(xiàng)目風(fēng)險(xiǎn)進(jìn)行識(shí)別和分類,并對(duì)公共文化設(shè)施PPP項(xiàng)目風(fēng)險(xiǎn)分擔(dān)的原則和風(fēng)險(xiǎn)分擔(dān)流程進(jìn)行分析。其次,對(duì)公共文化設(shè)施PPP項(xiàng)目合作機(jī)制和公私雙方風(fēng)險(xiǎn)分擔(dān)與決策行為進(jìn)行深度分析,在此基礎(chǔ)上構(gòu)建了風(fēng)險(xiǎn)分擔(dān)比例模型,并對(duì)模型進(jìn)行分析求解,得到公共部門為促使私人部門積極合作應(yīng)進(jìn)行風(fēng)險(xiǎn)分擔(dān)比例的臨界值為(1-V1-V2/C1-C2)。最后,以唐山市大劇院項(xiàng)目為例,對(duì)項(xiàng)目進(jìn)行了模型分析,對(duì)模型的有效性進(jìn)行檢驗(yàn),并據(jù)此提出公共文化設(shè)施PPP項(xiàng)目風(fēng)險(xiǎn)管理的對(duì)策建議。
[Abstract]:With the development of urbanization and the improvement of people's living standard, people's material and cultural needs are also increasing. However, the public cultural services have been provided by the government finance, the effect is not ideal. Public cultural facilities are the platform and carrier of public cultural services. The introduction of social capital to public cultural facilities in PPP mode can effectively solve the financial pressure and inefficient management of government departments. At the same time for the public to provide more quality products and services. However, the PPP project of public cultural facilities has the characteristics of poor economy and high risk. It is of great significance for the successful implementation of the project to set a reasonable risk-sharing ratio for the public and private sectors. At present, the research on risk sharing of PPP is more from the perspective of risk preference, cost and income of risk sharing. This paper attempts to introduce the perspective of cooperative mechanism to study the overall risk-sharing ratio in the active efforts of the private sector. The main contents of this paper are as follows: firstly, based on the causes and characteristics of the PPP project risk of public cultural facilities, the paper identifies and classifies the PPP project risks of public cultural facilities. The principle and process of risk sharing in PPP project of public cultural facilities are analyzed. Secondly, the cooperation mechanism of public cultural facilities PPP project and the risk-sharing and decision-making behavior of public and private parties are analyzed in depth. On this basis, the risk-sharing scale model is constructed, and the model is analyzed and solved. The threshold for public sector risk-sharing to encourage active private sector cooperation is 1-V1-V2 / C1-C2. Finally, taking Tangshan Grand Theater Project as an example, this paper analyzes the model of the project, tests the validity of the model, and puts forward the countermeasures and suggestions for the risk management of the PPP project of public cultural facilities.
