【摘要】：隨著近幾年P(guān)PP模式的快速升溫,旅游景區(qū)項目也踏入了 PPP模式的熱潮。旅游業(yè)是我國最早進(jìn)入PPP模式的行業(yè),但成功案例不多。面對國家大力發(fā)展旅游PPP項目的現(xiàn)狀,我國旅游景區(qū)PPP項目急需建立一種更為完善的定量評價方法。目前國內(nèi)對PPP項目物有所值定量評價已有一些研究,但主要集中在水利工程、城市軌道、污水處理等公共基礎(chǔ)設(shè)施方面,在旅游景區(qū)PPP項目方面的研究不多。尤其是現(xiàn)有的物有所值定量評價方法是在采用PPP模式和傳統(tǒng)模式投產(chǎn)時間相同的條件下進(jìn)行的,這在實際應(yīng)用可能存在差異。旅游景區(qū)PPP項目由于自身的特點,在運用現(xiàn)有物有所值定量評價方法對其進(jìn)行評價時存在的問題會更為顯著。本文研究的目的是通過分析現(xiàn)有物有所值定量評價方法采用的前提條件與實際情況的差異,尋求存在問題的解決方法,從而構(gòu)建新的物有所值定量評價模型,并結(jié)合旅游景區(qū)PPP項目的特點,提出具體的量化方案,建立適用于我國旅游景區(qū)PPP項目的物有所值定量評價體系。首先,結(jié)合國內(nèi)外研究現(xiàn)狀,分析現(xiàn)有物有所值定量評價方法的前提條件與實際情況的差異,提出投資時間差效益的概念;結(jié)合旅游景區(qū)PPP項目的特點,分析引入外部性調(diào)整值的必要性,對物有所值定量評價方法進(jìn)行改進(jìn),建立旅游景區(qū)PPP項目的物有所值定量評價模型;其次,在采用系統(tǒng)動力學(xué)因果分析法對旅游景區(qū)PPP項目的外部性效益發(fā)生過程進(jìn)行分析的基礎(chǔ)上,從建設(shè)期和運營期兩個階段分別對旅游景區(qū)PPP項目的外部性作用機(jī)理進(jìn)行分析,得出外部性調(diào)整值的指標(biāo)。然后針對各個指標(biāo)分別提出具體的量化方法,計算旅游景區(qū)PPP項目的外部性調(diào)整值。最后,通過對東蘭坡豪湖國家濕地公園PPP項目分別進(jìn)行改進(jìn)前后的物有所值定量評價方法的評價,并對評價結(jié)果進(jìn)行對比分析。分析結(jié)果表明:現(xiàn)有物有所值定量評價方法在評價PPP項目中存在一定的局限性;在PPP項目的物有所值定量評價中考慮投資時間差效益是十分必要的;改進(jìn)后的旅游景區(qū)PPP項目物有所值定量評價方法適用性更強。本文首次提出投資時間差效益的概念,據(jù)此對現(xiàn)有物有所值定量評價方法進(jìn)行改進(jìn),并對旅游景區(qū)PPP項目的外部性調(diào)整值進(jìn)行量化,既具有理論意義,又具有一定的實踐意義。
[Abstract]:With the rapid warming of PPP model in recent years, tourist attractions project has also stepped into the upsurge of PPP model. Tourism is the earliest industry in China to enter the PPP model, but there are few successful cases. In the face of the current situation of developing the tourism PPP project in our country, it is urgent to establish a more perfect quantitative evaluation method for the PPP project of tourist attractions in our country. At present, there have been some researches on the quantitative evaluation of the value for money of PPP projects in China, but they mainly focus on water conservancy projects, urban track, sewage treatment and other public infrastructure facilities, but there are few studies on PPP projects in tourist attractions. Especially, the existing quantitative evaluation methods of value for money are carried out under the same time of PPP mode and traditional mode, which may be different in practical application. Because of its own characteristics, the problems existing in the evaluation of PPP projects in tourist attractions will be more obvious when using the existing quantitative evaluation methods of value for money. The purpose of this paper is to find solutions to the problems by analyzing the differences between the existing quantitative evaluation methods for value for money and the actual situation, so as to construct a new quantitative evaluation model of value for money. Combined with the characteristics of PPP projects in tourist attractions, this paper puts forward a specific quantification scheme, and establishes a quantitative evaluation system of value for money for PPP projects of tourist attractions in China. First of all, combined with the domestic and foreign research situation, analyzes the difference between the existing quantitative evaluation methods of value for money and the actual situation, puts forward the concept of investment time difference benefit, combined with the characteristics of PPP projects in tourist attractions, This paper analyzes the necessity of introducing external adjustment value, improves the quantitative evaluation method of value for money, and establishes a quantitative evaluation model of value for money for PPP projects in tourist attractions. Based on the analysis of the process of external benefits of PPP projects in tourist attractions by system dynamics causality analysis, the mechanism of externality of PPP projects in tourist attractions is analyzed from the two stages of construction and operation. The index of externality adjustment value is obtained. Then the specific quantitative method is put forward for each index to calculate the external adjustment value of PPP project in tourist attractions. Finally, the quantitative evaluation methods of value for money before and after the improvement of the PPP project of Donglan Pohao Lake National Wetland Park were evaluated, and the evaluation results were compared and analyzed. The results show that the existing quantitative evaluation methods of value for money have some limitations in the evaluation of PPP projects, and it is necessary to consider the investment time difference benefit in the quantitative evaluation of the value for money of PPP projects. The improved quantitative evaluation method of PPP project value for money is more suitable. In this paper, the concept of investment time difference benefit is put forward for the first time, according to which the existing quantitative evaluation method of value for money is improved, and the externality adjustment value of PPP project in tourist attractions is quantified, which is of both theoretical and practical significance.
