代建制下項目利益相關(guān)方協(xié)調(diào)管理研究

【摘要】:由于代建制項目所涉及的利益相關(guān)方眾多,他們之間的利益關(guān)系較為復(fù)雜,因此,矛盾沖突不可避免。但是為能保證項目整體目標(biāo)的順利實現(xiàn),如何加強對項目利益相關(guān)方的協(xié)調(diào)管理是核心問題所在。本研究首先對代建制下項目利益相關(guān)方協(xié)調(diào)管理的基本概念進行界定,即代建制相關(guān)概念、利益協(xié)調(diào)管理概念界定以及群體動力激勵理論。在此基礎(chǔ)上,對代建制下項目利益相關(guān)方進行界定并將其分為三大類:核心利益相關(guān)方、參與利益相關(guān)方以及其他利益相關(guān)方。本文對代建制下項目利益相關(guān)方研究范圍主要界定在核心利益相關(guān)方上,即政府委托方、代建方以及使用方。同時,分析歸納出代建制下項目利益相關(guān)方?jīng)_突形成的原因。通過上述對代建制下利益在相關(guān)方相關(guān)內(nèi)容研究的基礎(chǔ)上,構(gòu)建了項目利益相關(guān)方協(xié)調(diào)管理體系,本文所創(chuàng)建的協(xié)調(diào)管理體系包含三個子系統(tǒng),即導(dǎo)向系統(tǒng)、輔助系統(tǒng)以及執(zhí)行系統(tǒng),同時介紹了該系統(tǒng)的操作流程。由于協(xié)調(diào)管理機制是對利益相關(guān)方進行協(xié)調(diào)管理必要手段,因此本文以群體動力激勵理論為基礎(chǔ)構(gòu)建了利益相關(guān)方協(xié)調(diào)管理機制,即薪酬機制和名譽機制為主的激勵機制和以制度和文化為主的制約機制。最后,本文以北京W醫(yī)院遷建項目為例,首先界定了項目利益相關(guān)方所涉及的范圍,然后分析出本項目利益相關(guān)方之間的矛盾沖突及產(chǎn)生的原因,最后提出相應(yīng)解決矛盾沖突的沖突處理機制。
[Abstract]:Because of the large number of stakeholders involved in the agent construction project, the interest relationship between them is more complex, so contradictions and conflicts are inevitable. However, in order to ensure the smooth realization of the overall goal of the project, how to strengthen the coordinated management of project stakeholders is the core problem. This study first defines the basic concepts of the coordinated management of project stakeholders under the agent system, that is, the concept of the agent system, the concept of interest coordination management and the group dynamic incentive theory. On this basis, the project stakeholders are defined and divided into three categories: core stakeholders, participating stakeholders and other stakeholders. In this paper, the scope of research on project stakeholders under the agency system is mainly defined in the core stakeholders, that is, the government entrustment, the agent and the user. At the same time, the causes of the conflict between the stakeholders under the agent system are analyzed and concluded. On the basis of the above research on the related contents of the related parties, the coordination management system of the project stakeholders is constructed. The coordination management system established in this paper consists of three subsystems, that is, the guiding system. The auxiliary system and the execution system are introduced, and the operation flow of the system is also introduced. As the coordinated management mechanism is a necessary means to coordinate the management of stakeholders, this paper constructs a coordinated management mechanism of stakeholders based on the group dynamic incentive theory. That is, salary mechanism and reputation mechanism as the main incentive mechanism and the system and culture as the main restriction mechanism. Finally, taking the relocation project of Beijing W Hospital as an example, this paper first defines the scope of the stakeholders involved in the project, and then analyzes the contradictions and conflicts between the stakeholders of the project and the causes. Finally, the conflict resolution mechanism is put forward.
