【摘要】：中國城市化的快速發(fā)展在過去30年的時間里給人印象深刻,不過,令人費解的問題是,大多數(shù)發(fā)展中國家城市化都伴隨著某種程度的政治動蕩,只有中國保持著一定的穩(wěn)定。我們由國家基礎(chǔ)權(quán)力的理論入手,從國家的治理能力、國家對社會的控制范圍以及國家統(tǒng)治的微觀基礎(chǔ)這樣三個維度,來詮釋這個現(xiàn)象,在于,中國的城市化不僅沒有削弱國家的能力,相反,城市化極大地提高了國家的財力。國家財力的提高有助于國家在城市基層社區(qū)里有力地推行政策,有助于運用再分配的手段縮小貧富差距。國家基礎(chǔ)權(quán)力的作用還來自于權(quán)力在城市空間的制度性拓展,將新的社會群體與國家之間建立起特定的政治聯(lián)系。國家基礎(chǔ)權(quán)力的建設(shè)著重于城市弱勢群體利益的維護,無論是在城市新空間的權(quán)力擴張,還是在福利上向底層人口傾斜,抑或通過制度建設(shè)向城市弱勢群體提供的國家救濟,都是基于基層政治穩(wěn)定的需要而做出的理性決定。國家基礎(chǔ)權(quán)力在上述三個方面產(chǎn)生的總體效應(yīng),確保了中國的城市化進程沒有伴生政治動蕩。
[Abstract]:The rapid pace of urbanisation in China has been impressive over the past 30 years, but the puzzling problem is that most developing countries are accompanied by some degree of political instability and only China remains stable. We begin with the theory of the basic power of the state and interpret this phenomenon from the three dimensions of the state's ability to govern, the scope of the state's control over society, and the micro basis of the state's rule. China's urbanisation has not weakened the country's capacity. Rather, it has greatly increased the country's financial resources. The improvement of national financial resources can help the country to carry out the policy in the urban grassroots community and to reduce the gap between the rich and the poor by means of redistribution. The function of state basic power also comes from the institutional expansion of power in urban space and the establishment of specific political ties between the new social groups and the state. The construction of the national basic power focuses on the protection of the interests of the urban vulnerable groups, whether it is the expansion of power in the new urban space, the inclination of welfare to the bottom population, or the national relief provided to the urban vulnerable groups through the construction of the system. Both are rational decisions based on the need for political stability at the grass-roots level. The overall effect of state basic power in the above three aspects ensures that China's urbanization process is not accompanied by political turmoil.
