【摘要】：城鎮(zhèn)化是社會發(fā)展的必然產(chǎn)物,也是衡量一個(gè)國家現(xiàn)代化水平的重要標(biāo)志。當(dāng)前,我國的城鎮(zhèn)化建設(shè)正處于高速發(fā)展階段,但與前幾年相比增速明顯放緩,城鎮(zhèn)化建設(shè)中各種矛盾和問題也逐漸出現(xiàn)。在經(jīng)濟(jì)新常態(tài)下,新型城鎮(zhèn)化建設(shè)已經(jīng)逐漸成為社會的關(guān)注焦點(diǎn),但是如何走適合當(dāng)?shù)厍闆r的新型城鎮(zhèn)化道路,仍然沒有定論,急需進(jìn)行理論和實(shí)踐研究。本文正是基于此背景和目的,從財(cái)政支持城鎮(zhèn)化建設(shè)入手,對濱州市城鎮(zhèn)化建設(shè)進(jìn)行研究。全文分為五個(gè)部分。第一部分主要介紹研究的背景、意義,總結(jié)國內(nèi)外關(guān)于城鎮(zhèn)化建設(shè)以及財(cái)政支持城鎮(zhèn)化建設(shè)的現(xiàn)狀,給出研究的內(nèi)容與方法。第二部分主要介紹了城鎮(zhèn)化、新型城鎮(zhèn)化、新常態(tài)背景的概念與必要性,給出了城鎮(zhèn)化建設(shè)的相關(guān)理論,分析了新型城鎮(zhèn)化建設(shè)的必要性,總結(jié)了財(cái)政支持城鎮(zhèn)建設(shè)的作用機(jī)理。第三部分對英國、德國、日本三個(gè)發(fā)達(dá)國家財(cái)政支持城鎮(zhèn)化建設(shè)的實(shí)踐進(jìn)行分析總結(jié),給出財(cái)政支持城鎮(zhèn)建設(shè)的主要方式。第四部分主要對濱州市城鎮(zhèn)化建設(shè)的現(xiàn)狀進(jìn)行分析,歸納總結(jié)財(cái)政支持對城鎮(zhèn)建設(shè)基本情況,并分析財(cái)政支持下濱州城鎮(zhèn)化建設(shè)中存在的不足之處。第五部分針對濱州城鎮(zhèn)化建設(shè)中財(cái)政支出的不足,認(rèn)為應(yīng)該從擴(kuò)寬財(cái)政融資渠道,調(diào)整財(cái)政的支出結(jié)構(gòu),深層次改革稅收體制入手,增強(qiáng)濱州市財(cái)政支持對城鎮(zhèn)化建設(shè)的作用,提升濱州市城鎮(zhèn)化建設(shè)的質(zhì)量。
[Abstract]:Urbanization is the inevitable outcome of social development and an important symbol to measure the modernization level of a country. At present, the urbanization construction of our country is in the high speed development stage, but compared with the previous few years, the growth rate obviously slows down, the various contradictions and problems in the urbanization construction also appear gradually. Under the new normal state of economy, the construction of new urbanization has gradually become the focus of attention of the society, but how to take the new urbanization road suitable for local conditions is still uncertain, and it is urgent to carry out theoretical and practical research. Based on this background and purpose, this paper studies the urbanization construction of Binzhou from the financial support of urbanization construction. The full text is divided into five parts. The first part mainly introduces the background and significance of the research, summarizes the current situation of urbanization construction at home and abroad as well as the financial support for urbanization construction, and gives the contents and methods of the research. The second part mainly introduces the concept and necessity of urbanization, new normal background, gives the related theories of urbanization construction, and analyzes the necessity of new urbanization construction. The mechanism of financial support for urban construction is summarized. The third part analyzes and summarizes the practice of financial support for urbanization construction in three developed countries, England, Germany and Japan, and gives the main ways of financial support for the construction of cities and towns. The fourth part mainly analyzes the present situation of Binzhou's urbanization construction, sums up the basic situation of the financial support to the urban construction, and analyzes the deficiency of Binzhou's urbanization construction under the financial support. The fifth part aims at the deficiency of financial expenditure in Binzhou's urbanization construction, thinks that we should widen the financial financing channels, adjust the expenditure structure of the finance, reform the tax system deeply, and strengthen the function of Binzhou's financial support to the urbanization construction. Improve the quality of Binzhou urbanization construction.
