【摘要】：正作為轉(zhuǎn)型發(fā)展的新引擎和改革創(chuàng)新的新載體,杭州特色小鎮(zhèn)建設(shè)因地制宜穩(wěn)健推進(jìn)并獲不俗成績(jī)。然而也須清醒地認(rèn)識(shí)到,杭州特色小鎮(zhèn)建設(shè)依然在規(guī)劃布局理念、民間投資信心、特色產(chǎn)業(yè)投資、土地資源要素保障、考核評(píng)價(jià)機(jī)制創(chuàng)新等方面有必須直面的挑戰(zhàn)作為創(chuàng)新發(fā)展的戰(zhàn)略選擇,杭州特色小鎮(zhèn)正以蓬勃之勢(shì)在全省乃至全國(guó)引領(lǐng)一輪產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、城鄉(xiāng)統(tǒng)籌發(fā)展的新浪潮。2015年以來(lái),杭州特色小鎮(zhèn)建設(shè)呈風(fēng)起云涌之勢(shì),共有19個(gè)小鎮(zhèn)入圍第一、第二批省級(jí)特色小鎮(zhèn)創(chuàng)建名單,在全省79個(gè)省級(jí)小鎮(zhèn)中占比近1/4,并創(chuàng)建了目前浙江特色小鎮(zhèn)3張公認(rèn)的"金名片"(夢(mèng)想、云棲、山南基金),成為了浙江特色小鎮(zhèn)創(chuàng)建工
[Abstract]:As a new engine of transformation and development and a new carrier of reform and innovation, the construction of Hangzhou's special town is advancing steadily according to local conditions and has achieved good results. However, it is also necessary to be soberly aware that the construction of a small town with special characteristics in Hangzhou is still based on the concept of planning, layout, confidence in private investment, investment in characteristic industries, and the protection of elements of land resources. The innovation of assessment and evaluation mechanism must face the challenge directly as the strategic choice of innovation and development. Hangzhou's characteristic town is leading a new wave of industrial transformation and upgrading and urban and rural overall development in the whole province and even in the whole country with the vigorous trend since 2015. The construction of the special towns in Hangzhou is on the rise, with a total of 19 small towns in the shortlist, and the second batch of provincial special towns creating lists.
