【摘要】：2017年新年伊始,美國總統(tǒng)特朗普上任后旋即簽署行政命令,正式宣布美國退出跨太平洋伙伴關(guān)系協(xié)定(TPP)。與此同時(shí),日本、澳大利亞、新加坡等TPP其他成員仍在力推TPP生效,唯有解讀TPP文本才可能找到其中緣由。2016年底,我國商務(wù)部、國家發(fā)改委、科技部、工信部、人民銀行、海關(guān)總署、統(tǒng)計(jì)局等七部門聯(lián)合下發(fā)了《關(guān)于加強(qiáng)國際合作提高我國產(chǎn)業(yè)全球價(jià)值鏈地位的指導(dǎo)意見》,要求"加快提升我國產(chǎn)業(yè)在全球價(jià)值鏈中的地位"。在當(dāng)前國際分工體系加速演變,全球價(jià)值鏈深度重塑的背景下,推動(dòng)我國產(chǎn)業(yè)和產(chǎn)品向全球價(jià)值鏈中高端躍升是拓展發(fā)展新空間的重要路徑。然而TPP等新型區(qū)域貿(mào)易協(xié)定中越發(fā)嚴(yán)苛的環(huán)境標(biāo)準(zhǔn)和勞工標(biāo)準(zhǔn)等經(jīng)貿(mào)規(guī)則,將使亞太區(qū)域價(jià)值鏈重構(gòu)面臨挑戰(zhàn)。以勞工標(biāo)準(zhǔn)為例,本文分析了高標(biāo)準(zhǔn)的經(jīng)貿(mào)規(guī)則對亞太地區(qū)區(qū)域價(jià)值鏈的主要影響,為后TPP時(shí)代我國深度融入全球價(jià)值鏈提出了對策建議。
[Abstract]:At the start of a new year in 2017, U.S. President Donald Trump signed an executive order to formally announce the country's withdrawal from the Trans-Pacific Partnership Agreement. Meanwhile, other members of the TPP, such as Japan, Australia and Singapore, are still pushing for the TPP to take effect. Only by interpreting the TPP text can we find out why. At the end of 2016, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information, and the people's Bank of China, The General Administration of Customs, the Bureau of Statistics, and other seven departments jointly issued the guiding opinion on strengthening International Cooperation to improve the status of China's Industrial Global value chain, demanding "accelerating the upgrading of China's Industry in the Global value chain". Under the background of the accelerated evolution of the international division of labor system and the deep remodeling of the global value chain, it is an important way to expand the new space to push the industry and products of our country to the high end of the global value chain. However, the increasingly stringent economic and trade rules such as environmental standards and labor standards in new RTAs such as TPP will bring challenges to the reconstruction of value chains in the Asia-Pacific region. Taking labor standards as an example, this paper analyzes the main influence of high standard economic and trade rules on the regional value chain in the Asia-Pacific region, and puts forward some suggestions for the deep integration of China into the global value chain in the post-TPP era.
