【摘要】：近年來(lái),隨著“軍民融合”理念日益深入到國(guó)家發(fā)展的戰(zhàn)略規(guī)劃中,更加表明了我國(guó)推進(jìn)軍民融合式發(fā)展的決心�！败娒袢诤鲜桨l(fā)展”目前已成為我國(guó)重大戰(zhàn)略思想,關(guān)系著我國(guó)經(jīng)濟(jì)發(fā)展全局和國(guó)防安全,既是興國(guó)之舉,又是強(qiáng)軍之策。隨著國(guó)家經(jīng)濟(jì)的發(fā)展,能源地緣政治形勢(shì)極其緊張,“能源爭(zhēng)奪”成為挑起未來(lái)戰(zhàn)爭(zhēng)的導(dǎo)火索。能源不單是我國(guó)經(jīng)濟(jì)繁榮發(fā)展和國(guó)家安全的命脈,亦是軍隊(duì)?wèi)?zhàn)爭(zhēng)后勤保障必不可少的物質(zhì)基礎(chǔ)。為應(yīng)對(duì)能源安全挑戰(zhàn),助力軍事轉(zhuǎn)型,深化軍民融合,能源物流將助推軍民融合進(jìn)入一個(gè)嶄新的發(fā)展階段。深化地方能源物流企業(yè)與軍隊(duì)有效對(duì)接,構(gòu)建軍民融合式應(yīng)急能源保障機(jī)制及油氣應(yīng)急調(diào)度優(yōu)化模型,對(duì)及時(shí)保障軍事作戰(zhàn)油氣供應(yīng),解決油氣短缺危機(jī),維護(hù)國(guó)家能源物流安全具有及其重要的現(xiàn)實(shí)意義。為此,需要對(duì)這一課題進(jìn)行前瞻性的研究和探討。綜合分析國(guó)內(nèi)外學(xué)界學(xué)者的研究成果,本文共分六章對(duì)相關(guān)問(wèn)題進(jìn)行探究。第一章,介紹了基于“一帶一路”戰(zhàn)略下我國(guó)能源物流軍民融合及應(yīng)急機(jī)制的相關(guān)背景、意義、文獻(xiàn)以及本文的主要研究?jī)?nèi)容和創(chuàng)新點(diǎn)。第二章,介紹了中外軍民共享型物流資源整合的案例,提出重構(gòu)我國(guó)軍民共享型物流管理機(jī)制,并提出方向及其路徑。第三章,探討了能源領(lǐng)域進(jìn)行軍民融合的戰(zhàn)略內(nèi)涵,并以山東半島為例,研究能源物流創(chuàng)新發(fā)展的機(jī)制和對(duì)策,并針對(duì)我國(guó)能源物流安全問(wèn)題,構(gòu)建能源物流安全預(yù)警信息平臺(tái)及軍民應(yīng)急聯(lián)動(dòng)系統(tǒng)。第四章,利用模糊綜合評(píng)價(jià)方法,對(duì)能源儲(chǔ)備應(yīng)急基地選址問(wèn)題進(jìn)行了探究。第五章,通過(guò)考慮保障時(shí)間窗因素,建立了基于時(shí)間窗的油氣資源應(yīng)急調(diào)度優(yōu)化模型,確保及時(shí)、快速地應(yīng)對(duì)能源危機(jī),維護(hù)國(guó)家能源物流安全。第六章,總結(jié)全篇論文。
[Abstract]:In recent years, with the concept of "military and civil integration" increasingly deep into the strategic planning of national development, more and more shows our determination to promote the military-civilian integration development. At present, "military-civilian integration development" has become a major strategic thought of our country, which is related to the overall economic development of our country and national defense security, and is not only the act of rejuvenating the country, but also the strategy of strengthening the army. With the development of national economy, the energy geopolitical situation is extremely tense. Energy is not only the lifeblood of our country's economic prosperity and national security, but also the essential material foundation of military war logistics support. In order to meet the challenge of energy security, promote the military transformation and deepen the integration of military and civilian, energy logistics will push the integration of military and civil into a new stage of development. To deepen the effective docking between local energy logistics enterprises and the military, and to construct an integrated military and civilian emergency energy support mechanism and an optimized model for oil and gas emergency dispatch, it will ensure the supply of oil and gas in military operations in a timely manner and solve the oil and gas shortage crisis. It is of great practical significance to maintain the security of national energy logistics. Therefore, it is necessary to carry out prospective research and discussion on this subject. Comprehensive analysis of domestic and foreign scholars research results, this paper is divided into six chapters to explore the relevant issues. The first chapter introduces the background, significance, literature and main research contents and innovations of China's energy logistics military and civilian integration and emergency mechanism based on "Belt and Road" strategy. The second chapter introduces the case of Chinese and foreign military-civilian shared logistics resources integration, puts forward the reconstruction of our military and civilian shared logistics management mechanism, and puts forward the direction and path. The third chapter discusses the strategic connotation of military and civil integration in the energy field, and takes Shandong Peninsula as an example to study the mechanism and countermeasures of the innovative development of energy logistics, and to solve the security problems of energy logistics in China. Build energy logistics security early warning information platform and military and civilian emergency linkage system. In chapter 4, the problem of energy reserve emergency base location is studied by using fuzzy comprehensive evaluation method. In the fifth chapter, by considering the factor of ensuring time window, the optimization model of oil and gas resources emergency scheduling based on time window is established to ensure the timely and rapid response to the energy crisis, and to maintain the national energy logistics security. Chapter six summarizes the whole thesis.
