【摘要】:沙特阿拉伯王國(guó)(簡(jiǎn)稱(chēng)沙特或沙特阿拉伯),同其他海灣國(guó)家一樣,自上個(gè)世紀(jì)石油經(jīng)濟(jì)崛起之后,在過(guò)去的幾十年間于經(jīng)濟(jì)社會(huì)領(lǐng)域取得了令人矚目的成績(jī)和進(jìn)步。盡管如此,它在經(jīng)濟(jì)社會(huì)發(fā)展中卻依然面臨諸多問(wèn)題,國(guó)內(nèi)日益嚴(yán)重的失業(yè)問(wèn)題便是其中之一。沙特近些年來(lái)一直面臨居高不下的失業(yè)率,加之每年大量新增勞動(dòng)力涌入就業(yè)市場(chǎng),使得沙特政府越來(lái)越重視解決本國(guó)人的就業(yè)問(wèn)題。本篇論文選取沙特失業(yè)問(wèn)題作為研究對(duì)象,嘗試從與就業(yè)失業(yè)問(wèn)題聯(lián)系最直接和緊密的勞動(dòng)力市場(chǎng)入手進(jìn)行分析,認(rèn)為沙特的勞動(dòng)力市場(chǎng)分割是其失業(yè)問(wèn)題的主要原因。本文將對(duì)沙特勞動(dòng)力市場(chǎng)分割的表現(xiàn)和成因進(jìn)行闡述,并論述沙特的勞動(dòng)力市場(chǎng)分割如何導(dǎo)致其失業(yè)問(wèn)題嚴(yán)峻,最后,本文認(rèn)為沙特治理失業(yè)問(wèn)題,應(yīng)盡可能地削弱和緩解其勞動(dòng)力市場(chǎng)的分割,促進(jìn)勞動(dòng)力的自由流動(dòng),從而更好地優(yōu)化勞動(dòng)力的資源配置。除導(dǎo)論和結(jié)語(yǔ)外,文章主體分為四章:第一章先對(duì)沙特失業(yè)問(wèn)題的現(xiàn)狀進(jìn)行闡述,介紹沙特失業(yè)問(wèn)題的發(fā)展,并用數(shù)據(jù)和事實(shí)論述了沙特失業(yè)的性別分布、年齡分布和受教育水平分布,得出了其失業(yè)問(wèn)題的五個(gè)特征。第二章重點(diǎn)闡述沙特的勞動(dòng)力市場(chǎng)分割情況,包括勞動(dòng)力市場(chǎng)具有公共部門(mén)與私營(yíng)部門(mén)的一級(jí)、二級(jí)分割,和本國(guó)勞動(dòng)力與外籍勞動(dòng)力的勞動(dòng)力市場(chǎng)分割。本章將具體論述這兩種分割的表現(xiàn),并分析沙特勞動(dòng)力市場(chǎng)如何出現(xiàn)了這兩種形式的分割。第三章主要論述沙特的勞動(dòng)力市場(chǎng)分割如何導(dǎo)致其失業(yè)問(wèn)題,結(jié)合勞動(dòng)力市場(chǎng)分割與經(jīng)濟(jì)學(xué)的一些理論,闡述沙特公共部門(mén)與私營(yíng)部門(mén)的一級(jí)、二級(jí)分割如何導(dǎo)致沙特人進(jìn)入二級(jí)市場(chǎng)的就業(yè)意愿受限,從而在一級(jí)市場(chǎng)求職失敗后因不愿進(jìn)入二級(jí)市場(chǎng)而失業(yè);本國(guó)勞動(dòng)力與外籍勞動(dòng)力的勞動(dòng)力市場(chǎng)分割則是從多方面導(dǎo)致了沙特籍勞動(dòng)力的就業(yè)競(jìng)爭(zhēng)力不足,在勞動(dòng)力市場(chǎng)中因不具優(yōu)勢(shì)而難以得到雇主青睞產(chǎn)生就業(yè)困境。第四章是對(duì)策建議部分,認(rèn)為沙特治理其失業(yè)問(wèn)題應(yīng)盡量緩解勞動(dòng)力市場(chǎng)的分割,并針對(duì)緩解兩種形式的勞動(dòng)力市場(chǎng)分割提出一些具體的建議。結(jié)語(yǔ)部分認(rèn)為,沙特失業(yè)問(wèn)題是長(zhǎng)期以來(lái)多種因素累積集中形成的問(wèn)題,因此沙特解決失業(yè)問(wèn)題不可能是一蹴而就的,應(yīng)從制度、經(jīng)濟(jì)、文化教育等多方面減少和消除其勞動(dòng)力市場(chǎng)分割的因素,從而真正緩解失業(yè)問(wèn)題。失業(yè)問(wèn)題在沙特的治理仍需時(shí)日,將會(huì)是一個(gè)長(zhǎng)期的過(guò)程。
[Abstract]:The Kingdom of Saudi Arabia (Saudi Arabia or Saudi Arabia), like other Gulf countries, has made remarkable progress in economic and social fields in the past few decades after the economic rise of the last century. Nevertheless, it still faces many problems in its economic and social development. Saudi Arabia has faced high unemployment in recent years, combined with an annual influx of new workers into the job market, prompting the government to pay more attention to solving the employment problem for its own people. This paper chooses the Saudi unemployment problem as the research object and tries to analyze the most direct and close labor market which is closely related to the employment unemployment problem. It is concluded that the division of the Saudi labor market is the main reason for the unemployment problem. This paper will expound the manifestation and cause of the division of Saudi labour market, and discuss how the division of Saudi labor market leads to the serious unemployment problem. Finally, this paper thinks that Saudi Arabia should deal with the unemployment problem. The division of labor market should be weakened and alleviated as far as possible, and the free flow of labor should be promoted so as to optimize the allocation of labor resources. In addition to the introduction and conclusion, the main body of the article is divided into four chapters: the first chapter describes the current situation of unemployment in Saudi Arabia, introduces the development of unemployment in Saudi Arabia, and discusses the gender distribution of unemployment in Saudi Arabia with data and facts. The age distribution and the education level distribution, obtained its unemployment problem five characteristics. The second chapter focuses on the division of the labour market in Saudi Arabia, including the division of the labour market between the public sector and the private sector at the first and second levels, and the labour market between the domestic and foreign labour forces. This chapter discusses the performance of the two segmentation and analyzes how the two forms of division appeared in the Saudi labor market. The third chapter mainly discusses how the division of the labour market in Saudi Arabia leads to its unemployment. Combining with some theories of labor market segmentation and economics, it expounds the level of the Saudi public and private sectors. How the secondary division causes the Saudi people to enter the secondary market employment will be restricted, thus in the primary market job failure because does not want to enter the secondary market and unemployment; The division of labor market between domestic and foreign labor force leads to the lack of employment competitiveness of Saudi labor force in many ways, and it is difficult to be favored by employers in the labor market because of its lack of advantages. The fourth chapter is the countermeasures and suggestions that Saudi Arabia should try to alleviate the unemployment of the division of the labor market, and to ease the two forms of labor market segmentation put forward some specific suggestions. The conclusion part holds that the unemployment problem in Saudi Arabia is a problem formed by the accumulation and concentration of many factors for a long time. Therefore, it is impossible for Saudi Arabia to solve the unemployment problem overnight. We should start with the system and the economy. Culture and education reduce and eliminate the factors of labor market segmentation, so as to alleviate the unemployment problem. It will be a long-term process for unemployment to be dealt with in Saudi Arabia.
