【摘要】:隨著全球環(huán)境污染和氣候變化的日益嚴(yán)峻,作為世界上能源消耗和二氧化碳排放最大的國(guó)家,我國(guó)的環(huán)境效率評(píng)價(jià)和碳減排問題已經(jīng)成為了學(xué)術(shù)界的兩個(gè)重要研究課題。此前,在這兩方面已有許多相關(guān)研究。但是,在環(huán)境研究上,前人的側(cè)重點(diǎn)在于效率評(píng)價(jià)和評(píng)價(jià)模型改進(jìn)。在碳分配上,很少有學(xué)者將研究觸角放到各省市內(nèi)部結(jié)構(gòu)這一"黑箱"中。在前人研究的基礎(chǔ)上,本文在對(duì)我國(guó)各省市的環(huán)境表現(xiàn)進(jìn)行分析時(shí),將重點(diǎn)放在對(duì)我國(guó)環(huán)境問題的目標(biāo)改進(jìn)上。同時(shí)進(jìn)行省市分組研究,考慮我國(guó)區(qū)域的經(jīng)濟(jì)和環(huán)境差異。結(jié)果表明,沿海地區(qū)的平均環(huán)境效率最好,其次是內(nèi)陸地區(qū),最低的是西部地區(qū)。在四個(gè)投入:人口、資本、能源消耗和用水量中,耗水量是顯著下降的影響變量。在對(duì)碳配額進(jìn)行研究時(shí),考慮省市內(nèi)產(chǎn)業(yè)結(jié)構(gòu)這一影響因素,以中央政府為集中決策者,不直接將碳分配到各省市,而是分配到各產(chǎn)業(yè)中。在分配過程中的兩個(gè)標(biāo)準(zhǔn)是最大化國(guó)家的國(guó)內(nèi)生產(chǎn)總值,以及保證每個(gè)行業(yè)的產(chǎn)出不能減少。結(jié)果表明,我們的模型不僅可以提高各省市和其內(nèi)部行業(yè)的績(jī)效表現(xiàn),也可以在不影響整個(gè)國(guó)家的經(jīng)濟(jì)發(fā)展的情況下實(shí)現(xiàn)碳減排。本文的主體部分共有五章,具體內(nèi)容如下:第1章緒論部分介紹了本文的選題背景、研究意義、創(chuàng)新點(diǎn)、研究方法以及研究框架。文章以環(huán)境保護(hù)問題為主要研究對(duì)象,在對(duì)相關(guān)研究背景進(jìn)行分析后,介紹了本文研究的重要性和意義,引出本文的研究重點(diǎn)。第2章對(duì)文章中使用的基本理論進(jìn)行了簡(jiǎn)介。首先介紹了 DEA方法的基本概念和其利弊。其次對(duì)DEA在我國(guó)環(huán)境評(píng)價(jià)中的應(yīng)用進(jìn)行了綜述,并介紹了公共權(quán)重方法。而后一小節(jié)介紹了 DEA在碳配額分配方面的研究,然后引入產(chǎn)業(yè)結(jié)構(gòu),最后介紹了網(wǎng)絡(luò)DEA模型。以上內(nèi)容為后文中的模型構(gòu)建提供了理論和文獻(xiàn)支持。第3章研究了我國(guó)環(huán)境的效率評(píng)價(jià)和目標(biāo)改進(jìn)問題。在前人研究模型的基礎(chǔ)上,本章對(duì)我國(guó)各省市的環(huán)境表現(xiàn)進(jìn)行了分析,并將重點(diǎn)放在環(huán)境改進(jìn)上,同時(shí)進(jìn)行省市分組研究,考慮我國(guó)區(qū)域的經(jīng)濟(jì)和環(huán)境差異。研究結(jié)果可以為政府決策提供一定的支持。第4章集中分析了我國(guó)碳配額的分配問題。首先論證了內(nèi)部結(jié)構(gòu)對(duì)中國(guó)大陸30個(gè)省市效率評(píng)價(jià)的影響。而后,引入各省市產(chǎn)業(yè)結(jié)構(gòu)(即第一產(chǎn)業(yè)、第二產(chǎn)業(yè)、第三產(chǎn)業(yè)),我們打開決策單元的"黑箱",構(gòu)建了一個(gè)基于平行子系統(tǒng)的DEA模型來重新分配中國(guó)30省市內(nèi)各行業(yè)的碳排放配額。該模型構(gòu)建遵循兩個(gè)分配標(biāo)準(zhǔn)。最后在實(shí)證結(jié)果的基礎(chǔ)上,為中國(guó)在進(jìn)行碳分配、實(shí)施碳減排提供了一些政策建議。最后,第5章對(duì)全文進(jìn)行了總結(jié),并對(duì)未來的工作進(jìn)行了展望,指出了本文存在的一定的不足以及后續(xù)值得更加深入研究的方向。
[Abstract]:With the increasing severity of global environmental pollution and climate change, as the world's largest energy consumption and carbon dioxide emissions, China's environmental efficiency evaluation and carbon emission reduction issues have become two important research topics in academia. Prior to this, there have been many related studies in these two areas. However, in environmental research, the former focus is on efficiency evaluation and evaluation model improvement. In carbon allocation, few scholars put the tentacles in the "black box" of the internal structure of provinces and cities. On the basis of previous studies, this paper focuses on the improvement of environmental problems in China when analyzing the environmental performance of provinces and cities in China. At the same time, the provincial and municipal groups were studied to consider the regional economic and environmental differences in China. The results show that the average environmental efficiency in coastal areas is the best, followed by inland areas, and the lowest in western regions. Of the four inputs: population, capital, energy consumption and water consumption, water consumption is a significant decrease. In the study of carbon quota, the influence factor of industrial structure in provinces and cities is considered, and the central government is taken as the centralized decision maker, instead of distributing carbon directly to the provinces and cities, the central government distributes the carbon to all industries. The two criteria in the distribution process are to maximize the country's gross domestic product and to ensure that output per sector is not reduced. The results show that our model can not only improve the performance of provinces and municipalities and their internal industries, but also achieve carbon emission reduction without affecting the economic development of the whole country. The main body of this paper consists of five chapters. The main contents are as follows: the first chapter introduces the background, significance, innovation, research methods and research framework of this paper. This paper takes the environmental protection as the main research object, after analyzing the related research background, introduces the importance and significance of this study, and leads to the research focus of this paper. Chapter 2 introduces the basic theory used in this paper. Firstly, the basic concept of DEA method and its advantages and disadvantages are introduced. Secondly, the application of DEA in environmental assessment in China is summarized, and the common weight method is introduced. The latter section introduces the research of DEA in carbon quota allocation, then introduces the industrial structure, and finally introduces the network DEA model. The above contents provide theoretical and literature support for the model construction in the following articles. Chapter 3 studies the environmental efficiency evaluation and goal improvement in China. On the basis of previous research models, this chapter analyzes the environmental performance of provinces and cities in China, and focuses on environmental improvement. At the same time, it carries out a group study of provinces and cities to consider the regional economic and environmental differences in China. The research results can provide some support for government decision-making. Chapter 4 focuses on the allocation of carbon quota in China. Firstly, the influence of internal structure on the efficiency evaluation of 30 provinces and cities in mainland China is demonstrated. Then, the industrial structure of various provinces and cities was introduced (that is, the primary industry, the secondary industry, In the third industry, we open the "black box" of the decision making unit, and construct a DEA model based on parallel subsystem to redistribute the carbon emission quota of each industry in 30 provinces of China. The model construction follows two allocation criteria. Finally, based on the empirical results, some policy suggestions are provided for China to carry out carbon distribution and implement carbon emission reduction. Finally, the fifth chapter summarizes the full text, and prospects for the future work, pointing out the shortcomings of this paper and the direction of further study.
