【摘要】:電力行業(yè)是影響我國經(jīng)濟(jì)發(fā)展的基礎(chǔ)行業(yè)。電力行業(yè)平穩(wěn)而迅速地發(fā)展對我國經(jīng)濟(jì)發(fā)展起到至關(guān)重要的作用。進(jìn)入21世紀(jì)以來,電力需求呈現(xiàn)日益增長的態(tài)勢,傳統(tǒng)的電力發(fā)展已經(jīng)不能滿足我國的經(jīng)濟(jì)發(fā)展和社會(huì)生產(chǎn)力的需求,因此智能電網(wǎng)應(yīng)運(yùn)而生。在智能電網(wǎng)大力發(fā)展的背景下,配電自動(dòng)化被廣泛應(yīng)用,建設(shè)配電自動(dòng)化主站項(xiàng)目也就成為當(dāng)下的重中之重。但是在我國此類項(xiàng)目建設(shè)周期較長,投入資金數(shù)額較大,耗費(fèi)資源較多,考慮因素廣泛,結(jié)構(gòu)功能復(fù)雜多變,所以在配電自動(dòng)化項(xiàng)目投資和實(shí)施前進(jìn)行科學(xué)的項(xiàng)目前評估尤為重要,不僅可以確保工程項(xiàng)目建成過程的安全可靠,還可以獲得項(xiàng)目投產(chǎn)后的預(yù)期的收益。因此,客觀地采用項(xiàng)目前評估方法分析電力行業(yè)項(xiàng)目的可行性十分重要。本文采用熵權(quán)模糊綜合評價(jià)的方法對內(nèi)蒙古通遼配電自動(dòng)化主站項(xiàng)目進(jìn)行前評估,最終目的是分析該項(xiàng)目的可行性,是否可以滿足投資方預(yù)期收益的要求。在具體內(nèi)容上,首先概述了配電自動(dòng)化主站項(xiàng)目前評估的研究背景與意義、國內(nèi)外前評估的發(fā)展情況、本文的研究內(nèi)容與研究方法;闡述了配電自動(dòng)化項(xiàng)目前評估的基本理論,包括項(xiàng)目前評估的基本原則與一般程序、項(xiàng)目前評估的主要內(nèi)容以及項(xiàng)目前評估的基本方法;其次結(jié)合配電自動(dòng)化主站項(xiàng)目的基本特點(diǎn)和相關(guān)政策、文件要求,從技術(shù)層面、經(jīng)濟(jì)層面和社會(huì)效益層面構(gòu)建配電自動(dòng)化主站項(xiàng)目的前評估指標(biāo)體系,然后采用客觀性較強(qiáng)的熵權(quán)法確定該項(xiàng)目的體系指標(biāo)權(quán)重,同時(shí)計(jì)算隸屬度,接下來建立配電自動(dòng)化主站項(xiàng)目的多層級模糊綜合評價(jià)模型,包括模糊綜合評價(jià)的基本內(nèi)容和一般步驟;最后以通遼配電自動(dòng)化主站項(xiàng)目為實(shí)際的案例進(jìn)行前評估研究。結(jié)果表明,通遼配電自動(dòng)化主站項(xiàng)目滿足投資方的要求,并證明了運(yùn)用熵權(quán)模糊綜合評價(jià)方法無論從理論上還是實(shí)踐上都是可行的,能夠?qū)ε潆娮詣?dòng)化主站項(xiàng)目進(jìn)行有效評價(jià),為投資方進(jìn)行借投資決策提供參考價(jià)值。
[Abstract]:The electric power industry is the basic industry which affects the economic development of our country. The smooth and rapid development of the power industry plays a vital role in the economic development of our country. Since twenty-first Century, the demand for electricity has been increasing, and the traditional power development has not met the needs of the economic development and the social productivity of our country, so it is wise. Power grid emerges as the times require. In the context of the vigorous development of smart grid, distribution automation is widely used, and the construction of the main station project of distribution automation has become the top priority. However, in our country, the construction cycle of this kind of project is long, the amount of investment is large, the cost of resources is large, the factors are widely considered, and the structure function is complex and changeable. It is particularly important to make a scientific pre project evaluation before investment and implementation of the distribution automation project, not only to ensure the safety and reliability of the construction process, but also to obtain the expected returns after the project is put into production. Therefore, it is very important to analyze the feasibility of the electric power industry project by using the pre project evaluation method objectively. The method of entropy weight fuzzy comprehensive evaluation is used to evaluate the main station project of Tongliao distribution automation in Inner Mongolia. The final purpose is to analyze the feasibility of the project and whether it can meet the expected returns of the investor. In the specific content, the research background and significance of the pre evaluation of the main station project in distribution automation are summarized, and the pre assessment at home and abroad is given. The basic theory of the pre project evaluation of distribution automation, including the basic principles and general procedures of pre project evaluation, the main contents of pre project evaluation and the basic method of pre project evaluation, and the basic characteristics of the main station project of distribution automation and the related policies, are discussed. The document requires that the pre evaluation index system of the main station project of distribution automation is constructed from the technical level, the economic level and the social benefit level. Then the system index weight of the project is determined by the objective entropy weight method, and the degree of membership is calculated. Then the multi-layer fuzzy comprehensive evaluation model of the main station project of distribution automation is established. It includes the basic content and general steps of fuzzy comprehensive evaluation. Finally, it takes the Tongliao distribution automation main station project as the actual case to carry out the pre evaluation study. The result shows that the main station project of Tongliao distribution automation station meets the requirements of the investor, and proves that the fuzzy comprehensive evaluation method using entropy weight is both theoretically and practically. It can effectively evaluate the main station project of distribution automation and provide reference value for investors to make investment decisions.
