后凱恩斯主義“最后雇主”計(jì)劃就業(yè)理論研究

【摘要】:就業(yè)理論和就業(yè)政策是西方經(jīng)濟(jì)學(xué)家長(zhǎng)期探討和爭(zhēng)論的主題。西方就業(yè)理論一直沿著市場(chǎng)自我出清與政府干預(yù)二者之間的論戰(zhàn)、融合和抗衡這條主線不斷演進(jìn)。該理論的研究不僅對(duì)宏觀就業(yè)政策的選擇具有非常重要的意義,而且對(duì)宏觀經(jīng)濟(jì)政策的就業(yè)效果也具有非常重要的意義。目前我國(guó)就業(yè)形勢(shì)十分嚴(yán)峻,增加就業(yè)成為我國(guó)宏觀經(jīng)濟(jì)政策所要實(shí)現(xiàn)的首要目標(biāo),那么探索適合我國(guó)國(guó)情的就業(yè)理論和政策就成為重中之重。在需求管理政策中,增加總需求在短期內(nèi)有利于經(jīng)濟(jì)增長(zhǎng)和擴(kuò)大就業(yè),但長(zhǎng)期卻不可持續(xù)。鑒于此,以明斯基為代表的后凱恩斯經(jīng)濟(jì)學(xué)家提出了獨(dú)特的“最后雇主”(the Employer of Last Resort,ELR)計(jì)劃就業(yè)理論。該理論以主權(quán)貨幣學(xué)說(shuō)為基礎(chǔ),主權(quán)政府在最低工資水平上為那些在私人部門(mén)無(wú)法找到工作但準(zhǔn)備好、有意愿并且能夠工作的人提供就業(yè)崗位,從而創(chuàng)造一個(gè)在最低工資水平上無(wú)限彈性的勞動(dòng)力需求。本文深入研究了“最后雇主”計(jì)劃就業(yè)理論的理論淵源、“最后雇主”計(jì)劃就業(yè)理論及其爭(zhēng)論,“最后雇主”計(jì)劃就業(yè)理論的實(shí)踐及對(duì)我國(guó)的借鑒意義。全文結(jié)構(gòu)如下:第1章:緒論。主要介紹了本文的研究背景和意義,研究思路、方法、結(jié)構(gòu)安排及創(chuàng)新點(diǎn)等。第2章:“最后雇主”計(jì)劃就業(yè)理論。主要考察了“最后雇主”計(jì)劃就業(yè)理論的理論淵源,“最后雇主”計(jì)劃就業(yè)理論及其運(yùn)行機(jī)制,從而為下文奠定基礎(chǔ)。第3章:“最后雇主”計(jì)劃就業(yè)理論的爭(zhēng)論。通過(guò)深入剖析主要經(jīng)濟(jì)學(xué)家關(guān)于“最后雇主”計(jì)劃就業(yè)理論的諸多爭(zhēng)論,從中進(jìn)一步廓清“最后雇主”計(jì)劃就業(yè)理論的脈絡(luò),從而為我國(guó)就業(yè)問(wèn)題的解決提供可行的理論指導(dǎo)和路徑選擇。第4章:“最后雇主”計(jì)劃的實(shí)踐及其對(duì)我國(guó)的借鑒意義。以美國(guó)新政和阿根廷Jefes計(jì)劃為典型案例,總結(jié)“最后雇主”(ELR)計(jì)劃實(shí)踐經(jīng)驗(yàn),為我國(guó)解決就業(yè)問(wèn)題提供可借鑒之處。第5章:本文結(jié)論及展望。全文在研究“最后雇主”計(jì)劃就業(yè)理論的基礎(chǔ)上,深入探討了解決我國(guó)就業(yè)問(wèn)題的新思路,為開(kāi)放經(jīng)濟(jì)條件下我國(guó)就業(yè)政策調(diào)整和勞動(dòng)力市場(chǎng)完善提供理論依據(jù),為我國(guó)就業(yè)問(wèn)題的解決提供可行性的對(duì)策:即在“大政府”的框架下,政府充當(dāng)“最后雇主”可以與“大市場(chǎng)”形成互動(dòng)、互補(bǔ)的就業(yè)機(jī)制。
[Abstract]:The theory of employment and the employment policy are the subject of the western economists' long-term discussion and debate. The western employment theory has always followed the debate between the market self clearing and the government intervention between the two parties, and the main thread of the integration and counterbalance is evolving. The study of this theory is not only very important to the choice of macro employment policy, but also to the macro. The employment effect of the economic policy is also very important. At present, the employment situation in China is very severe, and the increase of employment has become the first goal to be achieved in the macro economic policy of China. Then it is the most important to explore the employment theory and policy which is suitable for the national conditions of our country. In the need for management policy, the increase of the total demand is in the short term. For the benefit of economic growth and employment, but for a long time it is not sustainable. In view of this, the post Keynes economists, represented by Minsky, put forward a unique "the Employer of Last Resort (ELR)" theory of employment. The theory is based on the sovereign money theory and the sovereign government is at the minimum wage level for those in the private sector. The Department is unable to find jobs but is ready, willing and able to provide jobs to create a labor demand at the minimum wage. This paper studies the theoretical origin of the "last employer" plan employment theory, the "last employer" plan employment theory and its argument, "the last employer." "The practice of the theory of planned employment and the reference significance to our country. The full text structure is as follows: the first chapter: introduction. It mainly introduces the background and significance of this study, research ideas, methods, structural arrangements and innovation points. The second chapter:" the last employer "plan employment theory. It mainly investigates the theoretical origin of the theory of the" last employer "plan employment. The "last employer" plan employment theory and its operating mechanism, thus laying the foundation for the following. Third chapter: the argument of the "last employer" plan employment theory. Through the in-depth analysis of the debate on the "last employer" plan employment theory by the main economists, we further outline the context of the "last employer" theory of employment. The fourth chapter: the fourth chapter: the practice of the "last employer" plan and its reference to our country. Taking the new deal of the United States and the Jefes plan of the Argentina as a typical case, we summarize the practical experience of the "last employer" (ELR) plan to provide reference for our country to solve the problem of employment. The fifth chapter: the conclusion and the prospect of this article. On the basis of the study of the "last employer" plan employment theory, this paper probes into the new ideas of solving the problem of employment in our country, and provides a theoretical basis for the adjustment of employment policy and the perfection of the labor market under the open economic conditions, and provides a feasible countermeasure for solving the problem of employment in our country. Under the framework of "big government", the government acts as "last employer" to form an interactive and complementary employment mechanism with the "big market".
