【摘要】：基礎(chǔ)設(shè)施PPP項(xiàng)目廣泛開展引發(fā)各界對(duì)PPP模式的適用性問題的思考,為了實(shí)現(xiàn)PPP項(xiàng)目成功決策,本文運(yùn)用文獻(xiàn)分析和基于扎根理論的案例推理方法,研究了PPP項(xiàng)目決策關(guān)鍵成功因素及其作用路徑。通過研究,得出9個(gè)PPP項(xiàng)目決策關(guān)鍵成功因素,具體包括:基礎(chǔ)數(shù)據(jù)、程序框架、評(píng)價(jià)方法、規(guī)范產(chǎn)出、競(jìng)爭(zhēng)方式、競(jìng)爭(zhēng)限制、成本/效益、多效益目標(biāo)、責(zé)任和風(fēng)險(xiǎn)的分擔(dān)。此外,本文還分析了決策程序、VFM評(píng)價(jià)、充分市場(chǎng)競(jìng)爭(zhēng)、項(xiàng)目效益評(píng)估、責(zé)任和風(fēng)險(xiǎn)的分擔(dān)相關(guān)因素的作用路徑,得出9個(gè)因素不僅相互存在影響,而且不同程度上影響到"契約精神的制約性"和"過程管理的有效性",從而對(duì)PPP項(xiàng)目成功發(fā)揮作用的結(jié)論。
[Abstract]:In order to realize the successful decision of PPP project, this paper applies literature analysis and case-based reasoning method based on rooted theory.The key success factors and their action paths of PPP project decision are studied.Through research, 9 key success factors of PPP project decision are obtained, including: basic data, program framework, evaluation method, standard output, competitive mode, competition limitation, cost / benefit, multi-benefit goal, responsibility and risk sharing.In addition, the paper also analyzes the action paths of VFM evaluation, full market competition, project benefit evaluation, responsibility and risk sharing, and draws the conclusion that 9 factors not only affect each other, but also influence each other.Moreover, it affects the "contract spirit" and "the effectiveness of process management" in varying degrees, thus exerting a successful effect on the PPP project.
