【摘要】：在2017年1月國(guó)務(wù)院印發(fā)的十三五規(guī)劃中,為職業(yè)學(xué)校制定了每年向社會(huì)培養(yǎng)近1000萬名技能型人才的任務(wù),將各類人才比例顯著提高、服務(wù)社會(huì)能力顯著增強(qiáng)作為目標(biāo)。近年來隨著國(guó)家對(duì)職業(yè)教育重視程度的不斷提高,中職生的就業(yè)問題引起了社會(huì)各方的廣泛關(guān)注。我國(guó)學(xué)者對(duì)中職生就業(yè)問題的研究層出不窮,但針對(duì)"中職生"這個(gè)群體的就業(yè)服務(wù)問題的研究卻相對(duì)較少。因此,對(duì)當(dāng)前中職生就業(yè)服務(wù)問題研究是一個(gè)具有較強(qiáng)現(xiàn)實(shí)意義的課題。近年來,烏海市政府、中職學(xué)校、企業(yè)為了為中職生可以順利就業(yè)在各自角度采取了一系列措施來為烏海市中職生就業(yè)提供服務(wù),但在取得一定成效的同時(shí),也產(chǎn)生了一系列的問題。比如政府服務(wù)機(jī)構(gòu)責(zé)任缺失、社會(huì)就業(yè)服務(wù)機(jī)構(gòu)缺乏活力、就業(yè)市場(chǎng)不夠規(guī)范等。這些問題都是相關(guān)服務(wù)部門在服務(wù)工作中遇到的實(shí)際問題。為了更好地為烏海市中職生就業(yè)提供服務(wù),本文運(yùn)用公共管理學(xué)相關(guān)知識(shí)理論,運(yùn)用統(tǒng)計(jì)分析、系統(tǒng)分析的研究方法,明確了中職生、就業(yè)服務(wù)的概念,并結(jié)合中職生的特點(diǎn)提出了解決中職生就業(yè)問題的重要意義�？偨Y(jié)了烏海市中職生就業(yè)現(xiàn)狀和就業(yè)服務(wù)所采取的舉措和取得的成效,提出了就業(yè)服務(wù)過程中實(shí)際存在的問題,總結(jié)出引起這些問題的原因,提出了完善就業(yè)服務(wù)機(jī)法律法規(guī)、完善就業(yè)服務(wù)機(jī)制、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、強(qiáng)化服務(wù)機(jī)構(gòu)建、建立就業(yè)服務(wù)網(wǎng)絡(luò)、強(qiáng)化中職學(xué)校自身建設(shè)這幾項(xiàng)對(duì)策建議,以期為中職生提供就業(yè)服務(wù)的相關(guān)機(jī)構(gòu)提供參考。
[Abstract]:In the 13th Five-Year Plan issued by the State Council in January 2017, the task of training nearly 10 million skilled talents to the society every year has been formulated for vocational schools. The proportion of all kinds of talents has been significantly increased, and the ability to serve the society has been greatly enhanced as the goal.In recent years, with the increasing emphasis on vocational education, the employment of secondary vocational students has attracted wide attention.There are many researches on the employment of secondary vocational students in our country, but there are few researches on the employment service of secondary vocational students.Therefore, the research on the employment service of secondary vocational students is of great practical significance.In recent years, the government of Wuhai City, secondary vocational schools and enterprises have taken a series of measures to provide services for the employment of secondary vocational students in Wuhai City from their respective angles, but at the same time, they have achieved certain results.A series of problems have also arisen.For example, government service agencies lack responsibility, social employment service agencies lack vitality, employment market is not standardized, and so on.These problems are the practical problems encountered in the service work by relevant service departments.In order to provide better service for the employment of secondary vocational students in Wuhai City, this paper makes clear the concept of secondary vocational school students and employment service by using the relevant knowledge theory of public management, using the research methods of statistical analysis and systematic analysis.Combined with the characteristics of secondary vocational students, this paper puts forward the significance of solving the employment problem of secondary vocational students.This paper summarizes the present situation of employment of secondary vocational students in Wuhai City and the measures and achievements of employment service, puts forward the problems existing in the process of employment service, summarizes the causes of these problems, and puts forward the improvement of the laws and regulations of employment service machine.To improve the employment service mechanism, optimize the industrial structure, strengthen the construction of service institutions, establish the employment service network, and strengthen the construction of secondary vocational schools, in order to provide reference for vocational school students to provide employment services.
