【摘要】：物流園區(qū)是物流業(yè)發(fā)展到一定階段的產(chǎn)物,對社會經(jīng)濟(jì)的發(fā)展具有重要意義。鐵路物流作為社會物流的一個重要組成部分,其物流園區(qū)的規(guī)劃建設(shè)對于鐵路貨運(yùn)的轉(zhuǎn)型升級以及中國物流業(yè)的大發(fā)展都具有積極的意義。而物流園區(qū)科學(xué)合理的規(guī)劃及運(yùn)營是園區(qū)建成后能否發(fā)揮預(yù)期效益的關(guān)鍵。本文在物流園區(qū)規(guī)劃相關(guān)理論研究的基礎(chǔ)上,結(jié)合格里坪鐵路物流園區(qū)的具體情況,做了以下研究:首先,從基礎(chǔ)理論研究出發(fā),在明晰物流園區(qū)內(nèi)涵的基礎(chǔ)上,對物流園區(qū)的功能進(jìn)行了系統(tǒng)的歸納;從經(jīng)濟(jì)社會發(fā)展的角度對物流園區(qū)建設(shè)的必要性進(jìn)行了論述;并通過將鐵路物流園區(qū)與一般物流園區(qū)的對比分析,明確了鐵路物流園區(qū)的特性。其次,通過對格里坪鐵路物流園區(qū)的相關(guān)背景資料的調(diào)查研究,對園區(qū)建設(shè)的必要性、條件、特點(diǎn)等進(jìn)行了分析,并以攀枝花市十年的貨運(yùn)量數(shù)據(jù)為基礎(chǔ),采用灰色預(yù)測理論及參數(shù)法對攀枝花市的物流需求量進(jìn)行了分析,明確了物流園區(qū)建設(shè)的必要性及背景條件。再次,結(jié)合格里坪鐵路物流園區(qū)總體背景分析,提出總體規(guī)劃方案:①依托攀枝花產(chǎn)業(yè)特色及產(chǎn)業(yè)優(yōu)勢,明確了格里坪鐵路物流園區(qū)規(guī)劃建設(shè)的目標(biāo)定位;②按照物流園區(qū)的選址原則,給出了格里坪物流園區(qū)的具體選址方案;③結(jié)合園區(qū)的實(shí)際背景條件,提出了園區(qū)內(nèi)部的空間布局及功能區(qū)劃分方案;④提出了園區(qū)信息平臺的規(guī)劃建設(shè)方案,包括信息平臺的規(guī)劃目標(biāo)、框架設(shè)計、主要功能、技術(shù)架構(gòu)等。最后,通過對比分析目前主要的四種投資開發(fā)模式,結(jié)合對格里坪園區(qū)實(shí)際情況的分析,提出了適合格里坪物流園區(qū)的投資開發(fā)模式;通過對比分析目前主要的物流園區(qū)管理模式,提出了適合格里坪物流園區(qū)的管理模式;結(jié)合實(shí)際,設(shè)計了格里坪物流園區(qū)的盈利模式。通過以上研究,運(yùn)用物流園區(qū)及布局規(guī)劃理論,結(jié)合物流園區(qū)背景條件及區(qū)位特點(diǎn),提出了物流園區(qū)"一心,一軸,兩基地,十大功能區(qū)"的空間布局規(guī)劃方案,以及適合園區(qū)實(shí)際情況的投資開發(fā)模式、管理模式及盈利模式,對格里坪鐵路物流園區(qū)及其相似物流園區(qū)的規(guī)劃建設(shè)及運(yùn)營具有一定的參考價值。
[Abstract]:Logistics Park is the product of logistics industry to a certain stage, which is of great significance to the development of social economy.Railway logistics is an important part of social logistics. The planning and construction of its logistics park is of positive significance to the transformation and upgrading of railway freight transportation and the development of China's logistics industry.The scientific and reasonable planning and operation of the logistics park is the key to bring the expected benefits into full play after the completion of the park.Based on the theoretical research of logistics park planning and the specific situation of Geliping railway logistics park, this paper does the following research: first, from the basic theoretical research, on the basis of clarifying the connotation of logistics park,The function of the logistics park is systematically summarized, the necessity of the construction of the logistics park is discussed from the angle of economic and social development, and the comparison between the railway logistics park and the general logistics park is carried out.The characteristics of railway logistics park are clarified.Secondly, through the investigation and research on the related background data of Geliping Railway Logistics Park, the necessity, conditions and characteristics of the construction of the park are analyzed, and based on the data of the freight volume of Panzhihua City for ten years,The requirement of logistics in Panzhihua city is analyzed by using the grey prediction theory and parameter method. The necessity and background conditions of the construction of the logistics park are clarified.Thirdly, based on the analysis of the general background of Geliping Railway Logistics Park, this paper puts forward the overall planning scheme: 1. Based on Panzhihua industry characteristics and industry advantages, the goal of planning and construction of Gliping Railway Logistics Park is defined.(2) according to the location principle of logistics park, this paper gives the specific location plan of Geliping logistics park and puts forward the space layout and functional area division plan of the park combining with the actual background conditions of the park;4. The planning and construction scheme of the information platform of the park is put forward, including the planning goal, the frame design, the main function, the technical framework and so on.Finally, through the comparative analysis of the four main investment and development models, combined with the analysis of the actual situation of Gliping Park, the investment and development model suitable for Gliping Logistics Park is put forward.By comparing and analyzing the main logistics park management mode, the paper puts forward the suitable management mode for Gliping logistics park, and designs the profit model of Gliping logistics park.Through the above research, using the theory of logistics park and layout planning, combining the background condition and location characteristic of logistics park, this paper puts forward the space layout plan of logistics park "one mind, one axis, two bases, ten function areas".The investment development mode, management mode and profit mode suitable for the actual situation of the park have certain reference value for the planning, construction and operation of Gliping railway logistics park and its similar logistics park.
