【摘要】：本文立足于福建省龍巖市的實(shí)際,從監(jiān)管部門對(duì)獸藥的生產(chǎn),經(jīng)營(yíng)和使用三個(gè)環(huán)節(jié)的監(jiān)管進(jìn)行調(diào)研,并對(duì)每一個(gè)環(huán)節(jié)的監(jiān)管過程中存在的問題進(jìn)行深入的分析,從中總結(jié)出監(jiān)管不足的原因。如監(jiān)管的方法陳舊導(dǎo)致監(jiān)管的效率低、監(jiān)管人員對(duì)相關(guān)的法律和專業(yè)知識(shí)不熟悉、監(jiān)管的機(jī)制不夠合理等原因,然后對(duì)癥下藥,提出具有針對(duì)性的建議和措施,從而根除假劣獸藥賴以生存的土壤。打擊假劣獸藥必須本著標(biāo)本兼治的原則,才能更為有效的提高打擊效率。第一,假劣獸藥的打擊首先得從源頭生產(chǎn)企業(yè)抓起,提出全天候的監(jiān)管、運(yùn)用大數(shù)據(jù)來(lái)管控等措施;第二,對(duì)于中間環(huán)節(jié)的獸藥經(jīng)營(yíng)企業(yè),提出網(wǎng)格化管理提高監(jiān)管者的責(zé)任感、回訪購(gòu)銷記錄上的客戶查看所購(gòu)獸藥的情況等措施;第三,對(duì)于在消費(fèi)者這個(gè)環(huán)節(jié),加強(qiáng)遠(yuǎn)程監(jiān)管和指導(dǎo)、創(chuàng)建區(qū)域化平臺(tái)、整合資源進(jìn)行監(jiān)管等措施。第四,加強(qiáng)對(duì)執(zhí)法人員的培訓(xùn)和考核,提高整個(gè)執(zhí)法隊(duì)伍的綜合素質(zhì),有助于提高獸藥監(jiān)管的效率。通過這些有針對(duì)性的措施,能夠有效的提高假劣獸藥查處的效率,促進(jìn)獸藥市場(chǎng)的健康發(fā)展,為其他類似的地區(qū)提供借鑒。
[Abstract]:Based on the reality of Longyan City in Fujian Province, this paper investigates the production, management and use of veterinary drugs from the supervision department, and deeply analyzes the problems existing in the process of supervision of each link.From the summary of the reasons for inadequate supervision.For example, the outdated methods of supervision lead to inefficient supervision, the supervisors are not familiar with relevant laws and professional knowledge, the regulatory mechanism is not reasonable, and so on, and then they put forward targeted recommendations and measures to the case.Thus eradicating the soil on which fake and inferior veterinary drugs depend for survival.In order to improve the efficiency of attacking fake and inferior veterinary drugs, it is necessary to treat both symptoms and symptoms.First, the crackdown on fake and inferior veterinary drugs must first be carried out from the source production enterprises and put forward all-weather supervision and control measures using big data. Second, for the veterinary drug management enterprises in the intermediate link,Put forward measures such as grid management to enhance the responsibility of regulators, visit customers on purchase and sales records to check the situation of veterinary drugs purchased; third, strengthen remote supervision and guidance and create regionalized platforms in the consumer sector.Integration of resources for supervision and other measures.Fourth, strengthen the training and examination of law enforcement personnel, improve the comprehensive quality of the entire law enforcement team, which is helpful to improve the efficiency of veterinary drug supervision.Through these targeted measures, it can effectively improve the efficiency of investigation and treatment of fake and inferior veterinary drugs, promote the healthy development of veterinary drug market, and provide reference for other similar areas.
