【摘要】：隨著我國城市化進程的快速推進,資源環(huán)境問題已經(jīng)嚴(yán)重威脅著城市的可持續(xù)發(fā)展。如何協(xié)調(diào)好經(jīng)濟、社會和環(huán)境三者之間的關(guān)系成為城市可持續(xù)發(fā)展的重要議題。本文將資源消耗和環(huán)境污染統(tǒng)稱為生態(tài)損耗,同時運用脫鉤理論和協(xié)整理論,對我國改革開放三十多年以來城市化進程中生態(tài)損耗、經(jīng)濟增長與福利水平之間的脫鉤狀態(tài)進行實證分析并對三者之間的關(guān)系進行格蘭杰因果關(guān)系檢驗。研究表明:(1)過去三十多年間,我國資源環(huán)境消耗與城市化率成正比,人均生態(tài)足跡由1980年的1.15全球公頃上升到2011年的2.49全球公頃,并在2004年人均生態(tài)足跡開始超過世界平均水平,而且在80年代初就已經(jīng)出現(xiàn)了"生態(tài)赤字"的現(xiàn)象,經(jīng)濟增長遭遇"生態(tài)門檻";(2)生態(tài)損耗、經(jīng)濟增長與福利水平之間的脫鉤狀態(tài)總體而言均不太理想:生態(tài)損耗與經(jīng)濟增長之間呈現(xiàn)大部分年份的"擴張負脫鉤"狀態(tài);經(jīng)濟增長與福利水平之間的脫鉤狀態(tài),近年來也主要呈現(xiàn)"擴張負脫鉤"和"擴張連結(jié)"狀態(tài),經(jīng)濟增長開始遭遇"福利門檻";(3)我國城市化進程中生態(tài)損耗、經(jīng)濟增長與福利水平具有同趨性,并且存在著從生態(tài)損耗到經(jīng)濟增長、福利水平的單向因果關(guān)系。最后根據(jù)研究結(jié)論為我國的城市化可持續(xù)發(fā)展提出相關(guān)政策建議。
[Abstract]:With the rapid development of urbanization in China, the problem of resources and environment has seriously threatened the sustainable development of cities.How to coordinate the relationship among economy, society and environment has become an important issue of urban sustainable development.In this paper, the consumption of resources and environmental pollution are referred to as ecological losses. At the same time, by using decoupling theory and co-integration theory, the ecological loss in the urbanization process of China since the reform and opening up has been carried out for more than 30 years.The decoupling state between economic growth and welfare level is empirically analyzed and Granger causality test is carried out.The study shows that in the past 30 years or so, the consumption of resources and environment in China has been in direct proportion to the rate of urbanization. The per capita ecological footprint has increased from 1.15 global hectares in 1980 to 2.49 global hectares in 2011.And in 2004, the per capita ecological footprint began to exceed the world average, and in the early 1980s there had been a "ecological deficit" phenomenon, and economic growth encountered "ecological threshold") ecological loss.The decoupling state between economic growth and welfare level is generally not ideal: the "expansion negative decoupling" state between ecological loss and economic growth in most years, the decoupling state between economic growth and welfare level,In recent years, it also presents the state of "negative decoupling of expansion" and "linkage of expansion", and economic growth begins to encounter "welfare threshold" (3) the ecological loss in the process of urbanization in China, and the economic growth and welfare level have the same tendency.And there is a one-way causality from ecological loss to economic growth and welfare level.Finally, according to the conclusion of the study, some policy suggestions are put forward for the sustainable development of urbanization in China.
