【摘要】:隨著房價的上漲,越來越多的家庭難以通過市場解決其住房問題,需要依賴保障性住房。經(jīng)過多年的發(fā)展,我國保障性住房建設(shè)已經(jīng)進入較為穩(wěn)定的階段,保障性住房建設(shè)受制于資金和土地的限制,尤其是土地已成為制約保障性住房建設(shè)的關(guān)鍵因素,因此研究保障性住房土地供應(yīng)及其影響因素對于完善保障性住房土地供應(yīng)制度,增加保障性住房土地供給的合理性具有重要意義。文章通過對土地供應(yīng)制度及構(gòu)成體系分析得出保障性住房土地供應(yīng)分析的基本內(nèi)容,即從總量、結(jié)構(gòu)、計劃、空間分布四方面進行分析。本文采用面板數(shù)據(jù)分析法對我國保障性住房土地供應(yīng)的總量、結(jié)構(gòu)、計劃完成情況進行分析,使用比較分析法對給我國不同省市之間保障性住房土地供應(yīng)情況及其影響因素進行分析,使用空間模型分析法對我國保障性住房土地供給的區(qū)位狀況進行分析,以全面了解我國保障性住房土地供應(yīng)的情況及影響因素。本文通過分析我國保障性住房土地供應(yīng)狀況,從數(shù)量、結(jié)構(gòu)、計劃及其完成情況、空間布局等方面對我國保障性住房土地供應(yīng)進行詳細的分析,發(fā)現(xiàn)我國保障性住房土地供應(yīng)量具有較為明顯的階段性、經(jīng)濟適用住房土地供應(yīng)量占比較高但整體結(jié)構(gòu)隨政策的變化而變化、土地供應(yīng)計劃性不強且計劃完成情況不夠樂觀、空間布局方面以城市邊緣為主。從全國的整體情況來看,保障性住房土地供應(yīng)中的影響因素有土地制度、財稅制度、住房制度、經(jīng)濟因素、城鎮(zhèn)化和人口因素等;但對于各省市而言,GDP的影響方向與理論不一致,其主要影響因素是激勵性政策、土地價格、住房價格等。因此,為了使得保障性住房土地供應(yīng)更加合理,應(yīng)當改革財稅和土地制度,降低地方政府對土地財政的依賴,促進集體土地上市流轉(zhuǎn),使地方政府具有保障性住房土地供應(yīng)的積極性。此外在保障性住房土地供應(yīng)過程中應(yīng)當制定科學合理的計劃。
[Abstract]:With the rise of house prices, more and more families are unable to solve their housing problems through the market and rely on affordable housing.After years of development, the construction of affordable housing in China has entered a relatively stable stage, and the construction of affordable housing is restricted by funds and land, especially land has become a key factor restricting the construction of affordable housing.Therefore, it is of great significance to study the supply of affordable housing land and its influencing factors in order to improve the supply system of affordable housing land and increase the rationality of the supply of affordable housing land.Based on the analysis of land supply system and composition system, the basic content of land supply analysis of indemnificatory housing is obtained in this paper, that is, from four aspects: total amount, structure, plan and spatial distribution.In this paper, panel data analysis is used to analyze the total amount, structure and completion of the supply of affordable housing land in China.This paper uses comparative analysis method to analyze the land supply of affordable housing and its influencing factors between different provinces and cities in China, and uses spatial model analysis method to analyze the location of the land supply of supportable housing in China.In order to fully understand the supply of affordable housing land in China and the impact factors.This paper analyzes the supply of affordable housing land in China from the aspects of quantity, structure, plan and completion, spatial layout and so on, and makes a detailed analysis of the supply of affordable housing land in China.It is found that the supply of affordable housing land in our country has obvious stages, the supply of affordable housing land is relatively high, but the overall structure changes with the change of policy, the planning of land supply is not strong and the situation of plan completion is not optimistic.Spatial layout to the urban edge of the main.From the overall situation of the whole country, the influencing factors in the supply of affordable housing land are land system, finance and tax system, housing system, economic factor, urbanization and population factor.But for the provinces and cities, the influence direction of GDP is not consistent with the theory, the main influencing factors are incentive policy, land price, housing price and so on.Therefore, in order to make the supply of affordable housing land more reasonable, we should reform the fiscal and tax system, reduce the dependence of local governments on land finance, and promote the circulation of collective land.Make local government have the enthusiasm of housing land supply.In addition, in the process of providing affordable housing land, scientific and reasonable plans should be made.
