【摘要】：十八屆三中全會(huì)提出了“全面深化改革”的全新主張,明確了下一階段我國(guó)深化改革的方向,為甘南縣推進(jìn)新型城鎮(zhèn)化發(fā)展、打破城鄉(xiāng)二元結(jié)構(gòu)創(chuàng)造了有利的政策環(huán)境。甘南縣是一座以綠色生產(chǎn)而聞名的縣級(jí)城市,所在的齊齊哈爾市入選了為國(guó)家新型城鎮(zhèn)化綜合試點(diǎn)城市,其擁有地處哈大齊工業(yè)走廊的重要區(qū)位優(yōu)勢(shì),在此政策背景帶動(dòng)作用下,新型城鎮(zhèn)化的發(fā)展勢(shì)必發(fā)揮其最大優(yōu)勢(shì),實(shí)現(xiàn)全面發(fā)展。甘南縣新型城鎮(zhèn)化發(fā)展策略研究建立在對(duì)甘南縣區(qū)位及對(duì)新型城鎮(zhèn)化分析的基礎(chǔ)上,進(jìn)行城鎮(zhèn)化建設(shè)理論分析與甘南縣的實(shí)際規(guī)劃,從而針對(duì)所存在的問(wèn)題提出相應(yīng)的新型城鎮(zhèn)化推進(jìn)策略。城鎮(zhèn)化理論分析建立在對(duì)國(guó)外城鎮(zhèn)化建設(shè)模式及案例的分析基礎(chǔ)上,提出新型城鎮(zhèn)化的特點(diǎn),并對(duì)振興東北地區(qū)的政策背景下東北地區(qū)城鎮(zhèn)化發(fā)展路徑進(jìn)行區(qū)域分析。甘南縣的實(shí)際規(guī)劃建立在對(duì)甘南縣區(qū)位分析和現(xiàn)狀分析的基礎(chǔ)上,分析了城鎮(zhèn)化過(guò)程中的顯著表現(xiàn),揭示了諸如城鎮(zhèn)化水平相對(duì)滯后,以及在產(chǎn)業(yè)結(jié)構(gòu)、公共服務(wù)基礎(chǔ)設(shè)施、城鎮(zhèn)綜合承載能力等方面的深層次問(wèn)題。在理論與實(shí)際規(guī)劃基礎(chǔ)上,本文研究了落實(shí)新型城鎮(zhèn)化規(guī)劃的發(fā)展目標(biāo)及策略方法,探討了甘南縣新型城鎮(zhèn)化落地考核的發(fā)展目標(biāo)及主要指標(biāo),并結(jié)合所存在的問(wèn)題給出詳細(xì)的解決方案,最后細(xì)分每個(gè)解決方案的落地措施和實(shí)施保障。因此,本文建立在對(duì)甘南縣的實(shí)地調(diào)查基礎(chǔ)上,結(jié)合地區(qū)特有的區(qū)位特點(diǎn)、生態(tài)本底分析以及經(jīng)濟(jì)發(fā)展?fàn)顩r,分析具體問(wèn)題,并與新型城鎮(zhèn)化的實(shí)地規(guī)劃分析相結(jié)合,從而實(shí)現(xiàn)各種資源有效整合并提出實(shí)施策略,不僅能從理論上進(jìn)一步深化對(duì)實(shí)施新型城鎮(zhèn)化戰(zhàn)略的認(rèn)識(shí),而且將從實(shí)踐上為甘南縣開(kāi)展新型城鎮(zhèn)化提供切合實(shí)際的策略,對(duì)推動(dòng)甘南縣新型城鎮(zhèn)化進(jìn)程具有重要的指導(dǎo)意義。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the new idea of "deepening reform in an all-round way", defined the direction of deepening reform in the next stage of our country, and created a favorable policy environment for Gannan County to promote the development of new urbanization and break the dual structure of urban and rural areas.Gannan County is a county-level city famous for its green production. Qiqihar, where it is located, has been selected as a new type of comprehensive pilot city of urbanization in the country. It has an important location advantage located in the industrial corridor of Hadaqi.Driven by this policy background, the development of new urbanization is bound to give play to its greatest advantage and achieve overall development.Based on the analysis of the location of Gannan County and the analysis of the new urbanization, the research on the development strategy of new urbanization in Gannan County is based on the theoretical analysis of urbanization construction and the actual planning of Gannan County.In view of the existing problems, this paper puts forward the corresponding new urbanization promotion strategy.The theoretical analysis of urbanization is based on the analysis of foreign urbanization construction models and cases, and puts forward the characteristics of new urbanization, and carries on the regional analysis on the development path of urbanization in Northeast China under the policy background of revitalizing the Northeast region.The actual planning of Gannan County is based on the analysis of the location and current situation of Gannan County. It analyzes the remarkable performance in the process of urbanization, such as the relative lag of urbanization level, as well as the industrial structure and public service infrastructure.Urban comprehensive bearing capacity and other aspects of the deep problems.On the basis of theoretical and practical planning, this paper studies the development objectives and strategic methods of implementing the new urbanization planning, and discusses the development objectives and main indicators of the new urbanization landing assessment in Gannan County.Combined with the existing problems, a detailed solution is given, and finally, the landing measures and implementation protection of each solution are subdivided.Therefore, based on the field investigation of Gannan County, this paper analyzes the specific problems and combines with the field planning analysis of new urbanization, combining with the unique location characteristics of the region, the ecological background analysis and the economic development situation.Therefore, to realize the effective integration of various resources and put forward implementation strategies can not only deepen the understanding of the implementation of the new urbanization strategy in theory, but also provide practical strategies for carrying out the new urbanization in Gannan County in practice.Gannan County to promote the new urbanization process has an important guiding significance.
