【摘要】：根據(jù)市場(chǎng)發(fā)育程度,可以將中國的市場(chǎng)化進(jìn)程分為三個(gè)階段,即初次市場(chǎng)化階段、二次市場(chǎng)化階段和修補(bǔ)完善階段。中國在經(jīng)歷了三十多年改革開放之后,目前經(jīng)濟(jì)體制整體上仍處于半市場(chǎng)化狀態(tài),政府行為、國有企業(yè)、要素市場(chǎng)等方面的市場(chǎng)化水平較低,處于二次市場(chǎng)化階段。初次市場(chǎng)化階段改革成效顯著,但由于以漸進(jìn)式改革為主,傳統(tǒng)體制的深層次問題與矛盾仍未解決。推進(jìn)二次市場(chǎng)化改革,重點(diǎn)在于繼續(xù)加快國有經(jīng)濟(jì)比重調(diào)整和管理體制改革、根本轉(zhuǎn)變政府職能、構(gòu)建法治社會(huì)。
[Abstract]:According to the degree of market development, the process of China's marketization can be divided into three stages, namely, the initial marketization stage, the secondary marketization stage and the mending and perfecting stage.After more than 30 years of reform and opening up, China's economic system as a whole is still in a semi-market-oriented state, government behavior, state-owned enterprises, factor market and other aspects of the market-oriented level is low, in the second stage of marketization.In the initial stage of marketization, the reform has achieved remarkable results, but because of the gradual reform, the deep-seated problems and contradictions of the traditional system have not been resolved.To push forward the second market-oriented reform, the key lies in speeding up the adjustment of the proportion of the state-owned economy and the reform of the management system, transforming the functions of the government and constructing a society ruled by law.
